
Jouri Research & Consultancy
Purpose of the job:
The position holder will be responsible for the Financial Management, HR, Compliance and Business Development functions across the company. He/she will support all financial aspects of Jouri’s operations ensuring Jouri complies with best business practices. The role will include leading and supervising the upgrade of our finance system capabilities to improve access to quality financial data and enhance controls, and ultimately position our finance organization to better deliver credible performance insight.
Core Duties and Responsibilities
- Provide day-to-day leadership and management that mirrors the adopted mission and core values.
- The Head of Operations will support the delivery of Jouri’s portfolio of projects, oversee the provision of Duty of Care and operational support to project delivery, help build relationships with external stakeholders and provide and facilitate team management.
- Responsible for ensuring compliance to our anti-corruption policy and procedures.
- He/She will manage the field manager, HR & finance team, translation officer and admin and logs officer.
- Oversee allocation of staffing resources and responsibilities per Jouri’s operational priorities.
- Carry out all necessary actions to ensure that the company meets its financial targets.
Financial and HR
- Work with the finance team on financial planning, annual reporting and issuing the balance sheet to help partners in monitoring the firm’s financial health.
- Work with the accounting team to ensure regular and accurate data entry and updating the company’s financial system Quickbooks.
- Monitor the firm’s financial data and keep financial information updated to help Jouri make better management decisions.
- In coordination with the Business Development staff, develop implementation budgets for newly won projects, and provide technical support to budget holders.
- Work with the finance team to enhance core finance function capabilities, to deliver immediate, tangible results that build shareholder value and reduce operating costs.
- Enhance internal controls and procedures and inject greater transparency into Jouri’s financial reporting.
- Plan for and settle the due tax payments due for Jouri working closely with the CEO and finance staff to ensure that tax is paid on time.
- Lead the management of Jouri’s human resources as well as project external resources including recruiting and contracting consultants.
- In coordination with HR, prepare the monthly staff payroll and ensure that all due payments to the company’s personnel and external consultants are processed on time.
- Ensure that staff report on their project expenditure on time.
- Work with the HR team to follow up on all staff-related issues including recruitment of new staff and consultants, negotiating and agreeing on contractual conditions.
Business Development
- Responsible for creating the winning commercial strategy and responding to financial and commercial questions.
- Support the Head of Business Development Unit (BDU) to lead on developing and securing new strategic opportunities.
- Lead on preparing financial proposals (including tax implications) in collaboration with the BDU for all Jouri opportunities.
- Assist the BDU to formalise external budgeting processes/assignment/agreement types.
- Collaborate with the BDU and Regional Directors to drive the opportunity pipeline.
- Support the Head of BDU and Regional Directors to maintain and continually enhance proposal processes, system and tools, development and execution of business development and expansion plans.
- Oversee the management of the BD folders on Box.
Field Logistics and Administration
- Recruit and train field officers/researchers, remotely manage their operations and ensure all duty of care procedures are followed and any incidents are reported.
- Oversee access permissions for data collection in all communities in coordination with the field manager and senior field monitors.
- Oversee all data collection for research and monitoring deliverables and relevant activities, including the coordination of training and daily/weekly briefings with the field team.
- Lead on relevant projects including conducting outreach with key informants and organizing interviews when needed.
- Lead risk management for Jouri’s fieldwork and report on incidents at the field level to the relevant project manager on a timely basis.
Other
- Ensure full compliance with local regulations, including labour laws.
- Follow up on all our legal issues by working closely with Jouri’s legal accountants.
- Support the facilitation and coordination of the timely issuing of work permits for staff members.
- Sourcing national (and international) consultants for projects.
- Meet with potential clients to promote the company.
Your Experience and Expertise
You will have:
- University/Diploma degree or other higher-level qualification in a related field such as economics, International Development, or other relevant fields.
- 5+ years high level operational, financial and/or Project Management experience particularly in the Middle East.
- Understanding of compliance and legal operating requirements in Ukraine.
- Line Management experience, including remote management.
- Programme management experience, particularly in relation to donor funded programmes in Middle East.
- Experience managing and coordinating teams of staff and consultants.
- Understanding of research and evidence use and uptake in policy and programme design and delivery, is an asset.
Languages:
- Spoken and written Ukrainian, including the ability to communicate in local dialects, is required.
- Spoken and written English language proficiency.
- Arabic is an asset.
