II. Organizational context

Caritas Czech Republic (CCR) is a non-profit non-governmental organization with field activities in 27 countries (Europe, Asia, Middle East and Africa) and an extensive social services program in the Czech Republic assisting more than 100,000 clients. CCR is a member of the international network of Caritas Internationalis and cooperates with a number of international and local partners.

The core of CCR’s activities focuses on development cooperation and longer-term programming. However, the share of humanitarian and nexus interventions is growing, especially in the sectors of shelter, cash and emergency livelihoods, WASH and health.

III. Responsibilities

  • Review and monitor Human Resources Management services of the country office in accordance with the CCR’s HR rules, regulations, policies, procedures and practices and in light of project activities
  • Supervise the maintenance of personnel files and attendance records of national and sub-contracted staff
  • Facilitate the maintenance of the HR/Training database
  • Coordinate recruitment processes in close liaison with the Project Managers and provide support in filling the appropriate staff vacancy needs, ensuring that relevant recruitment procedures are effectively and swiftly applied and that selected new staff are sufficiently briefed, including through an appropriately updated “Induction Package”, and able to assume their tasks in a timely fashion
  • Evaluate the staff training and development needs and suggest possible improvement areas
  • Ensure timely and regular implementation of the Staff Evaluation System and encourage and provide guidance for the timely completion of the performance management process in line with the organizational deadlines
  • Provide verbal and written explanations to Project Managers on staffing and other personnel issues, including leave entitlements/planning and overtime administration
  • Ensure regular updates to the organogram/staffing table and contact lists
  • Propose to the management appropriate and effective administrative procedures reflecting the country office needs
  • Coordinate with Finance team on issues related to the benefits and entitlements to staff in the field
  • Supervise the administration and timely renewal of the visas and residence permits
  • Follow up on administrative issues with the Directorate of NGOs and other local authorities
  • Attend external meetings as and when required and brief management accordingly

IV. Requirements

  • Minimum three years of experience working with INGOs
  • University graduate, ideally in management, HR, public relations, sustainable development or another relevant field
  • Good organizational skills and ability to analyze information
  • Knowledge of relevant Turkish laws
  • Excellent English, Turkish and Arabic, both written and spoken
  • Motivation, creativity and ability to work independently
