International & Relief Service Officer (Recovery and Community Resilience Team)

The Hong Kong Red Cross’s International and Relief Service provides emergency disaster relief and rehabilitation assistance to people affected by natural and man-made disasters regardless of their nationality, race, religion, beliefs, or political opinion. Besides, we are constantly developing community resilience programs.

Job Purpose:

This position is responsible for managing and monitoring HKRC-funded disaster management programs in Mainland China.

Key Responsibilities:

  • Manage and monitor the post-disaster recovery and risk reduction projects in Mainland China and take full responsibilities for the projects assigned
  • Work closely with Red Cross Society of China (RCSC) and local partners to ensure effective and efficient management and implementation of programs
  • Conduct and facilitate capacity building training to local partners and communities
  • Monitor the quality, implementation, budget control of the approved programs and compile reports, manuals and operation plans
  • Travel to project sites is required when necessary

Requirements:

  • University Degree Holder, preferably in Development Studies, Social Science, international relationship and/or disaster management disciplines
  • 2 years post-graduated work experience in the fields of disaster management and/or development is preferable. And candidates with less experiences but passionate to join the humanitarian field will be considered
  • Strong sense and interest on China’s public policy, environment, urbanization, climate change or related field
  • Experience in working in Mainland China is a definite asset
  • Strong skills in project management, networking and communication
  • Proficient in both written and spoken English and Chinese (including Putonghua)
  • Mature, self-motivated, strong sense of responsibility, independent, with high cultural sensitivity
  • Able to work in a multi-disciplinary team and under pressure
  • Self-supported in computing systems
  • Candidate with more experience in people management and leading strategic development of project might be considered for a deputy manager role (Programme Coordinator (Recovery and Community Resilience))

Contract period: 1 year (Renewable)
