Purpose of Proposal
The anticipated USAID Bangladesh Monitoring, Evaluation, and Learning (BMEL) Activity will serve as a MEL platform providing USAID/Bangladesh with high-quality, demand-driven MEL technical assistance and analytical services and support for collaboration, learning, and adaptation (CLA) delivered to USAID/Bangladesh staff, implementing partners, and country stakeholders that advance U.S. foreign policy goals and USAID’s strategic objectives in Bangladesh.
Position Summary
The Learning & Capacity Development Specialist will oversee Learning, Capacity Building, and Community of Practice sub-activities and promote the systematic and intentional use of MEL and CLA throughout the program cycle, including strategy and activity design and implementation, and monitoring and evaluation.
Roles and Responsibilities:
- Support USAID/Bangladesh and its IPs to enable them to manage adaptively based on continuous learning and understanding of a dynamic operating environment.
- Develop organizational capacity and respond to new or emerging U.S. Government policy priorities.
- Provide direct support for CLA and design and deliver training on MEL and CLA, and organization development, as appropriate, for USAID/Bangladesh staff, IPs, and other stakeholders such as the GOB. In collaboration with partner organizations, establish and manage the MEL Community of Practice and facilitate learning events within the Mission and among external stakeholders.
- Contribute to knowledge management and promote co-creation and inter-office and cross-activity learning and knowledge sharing. Reports to COP.
Qualifications:
- Advanced degree in organizational development, communications, social sciences, or a related field. Minimum seven years of demonstrated experience in designing, implementing and managing learning and adaptive management approaches with USAID or other organizations.
- A minimum of five years of experience training/facilitating large groups.
- Practical experience with applying USAID CLA Framework, tools, and approaches.
- Fluency in spoken and written English and Bangla is required.
