Livelihood Officer

Job Purpose

The Livelihoods Delegate will play a key role in supporting Turkish Red Crescent together with IFRC Country staff in strengthening the links between basic needs and livelihoods programme through supporting planning, implementation and capacity development. The role will explore and support actions that maximise the links between the different stakeholders and programmes (TRC, IFRC, World Bank, Turkish government, UN Livelihood working groups). Whilst collaborating closely with the TRC on the direction of integrated livelihoods and added value of livelihoods programming.

Job Duties and Responsibilities

Technical support and coordination of livelihood actions supported by IFRC and TRC

• Provide support for overall technical, guidance and coordination to the relevant parts of the IFRC Turkey office and Turkish Red Crescent leads for the implementation of actions that support refugee access of livelihoods programmes.
• Provide support to the relevant parts of TRC and lead relevant IFRC components for the implementation of timely livelihood related assessments and analysis to identify priority household needs and appropriate interventions, applying a methodological base Household Economic Security approach in line with Movement best practice to the extent possible.
• Support M&E through response options analysis processes and work with Turkish Red Crescent to identify the scopeof programme interventions, and consequently support the design and budgeting to deliver early-stage programme plan of actions including associated tools

Capacity Building and Advocacy

• Act as the country focal point for 3RP livelihood working groups and support links with TRC, UN and relevant government authorities.
• Act as a country Focal Point for the IFRC regional office and Livelihood Resource Centre (LRC) hosted by the Spanish Red Cross. Building links with the livelihood networks and define technical support needs of TRC for enhancing livelihoods capacities. This support will be centred around livelihood referral mechanisms and vocational training. It could also include guiding livelihoods assessments and analysis, action planning, supportto training and capacity development, and external coordination.
• Support TRC in the identificationof trainings needs (face-to-face or remote), and facilitation of trainings sessions for technical teams in various topics that could include; economic profiling, needs assessments, rural/urban livelihoods, skills development, referral mechanisms, value-chain and markets analysis, development of small and medium enterprises (SMEs). Knowledge sharing, peer to peer learning and Innovation
• Identify and coordinate on opportunities for partnerships, peer to peer learning within RCRC Movement and with TRC as well as other possible international stakeholders to improve knowledge, learning and capacities to implement meaningful livelihoods and market-based interventions.

Provide project management support to livelihoods:

• Integrate monitoring tools and indicators (qualitative and quantitative) into existing tracking systems for programme activities; whilst coordinating with TRC for regular monitoring of activities.
• Ensure that all activities are carried out in a participatory, inclusive and non-discriminatory manner that reflects refugee population needs, social cohesion and cultural sensitivities including gender balance, age, most vulnerable populations; and that activities take into consideration issues around any local risks and hazards.
• Identify skill gaps mainly withinTRC for programme implementation and assist in the recruitment process for national staff where needed.
• In line with proven Movement best practice contribute to Accountability and Community Engagement (CEA) activities by following the necessary quality standards defined by TRC and IFRC.

Job Duties and Responsibilities (continued)

Communication and Representation:

• Represent IFRC at inter-agency, governmental coordination mechanisms and other technical coordination forums, meetings and sector and technical working groups (e.g. livelihoods working group, Cash Coordination and Basic Needs WGs etc.) as required, fostering co-operative alliances where appropriate.
• Write or take part in communications (public and media) including press interviews and reports; contribute photographic and/or audio-visual materials to support communications work as appropriate.

Education

Required:

• University degree and / or formal qualification in relevant subject: Humanitarian assistance/development studies Humanitarian assistance /development studies, agriculture, economic or socio-economic development, rural development or Business Administration, Anthropology or equivalent.

Preferred:

• RC Movement Basic Training Course (BTC) / IMPACT Training Course – or equivalent delegate training Livelihoods Basic Course by IFRC Livelihoods Resource Centre (LRC) or similar training on Market Assessment: RAM (IFRC/ICRC) EMMA (Emergency Market Mapping and Analysis Approach) or MAG (IFRC)
• Training in Cash and Voucher Assistance Red Cross or NGO specific Security Management course
• Trained in some for of economic analysis: Early Recovery Livelihoods Assessment (LRC) or HEA/Household Economic Security

Experience

Required:

• Demonstrated experience in urban and rural livelihoods programming, integrated programming, community-based approaches
• Experience in providing technical support to and/or in implementing food security and livelihoods programmes in an international emergency response, recovery and development context
• Previous overseas experience with the Red Cross Red Crescent, including with National Societies / previous experience working with national organisations and counterparts
• Experience in designing and implementing vulnerability targeting systems, including appropriate technical methodologies and criteria
• Experience in overseeing approaches to beneficiary management and communication that enhance accountability to beneficiaries
• Relevant project management experience: assessing, designing, planning, implementing, monitoring and financial management of livelihoods and basic needs projects in emergency and (early) recovery contexts
• Experience in drafting project proposals, preparing budgets and drafting narrative and financial reports working with institutional and high-profile donors
• Experience of developing M&E systems to track progress of implementation and monitor and evaluate the appropriateness, efficiency, effectiveness, and impact of FSL programme interventions
• Experienceof managing and coaching teams in multi-faceted projects, including recruiting, mentoring, coaching, training and building the capacity of national and local staff and volunteers
• Representation and negotiation experience with government, UN and non- government agencies/representatives

Knowledge, Skills and Languages

Required:

• Knowledge of different Livelihoods, Cash Transfer and programme modalities, as well as the challenges and risks involved with implementing such programmes.
• Demonstrated staff management and development skills problem-solving skills
• Proven project management skills
• Self-supporting in computers (Windows, spreadsheets)
• Ability to work in a cross-cultural and cross-functional environment
• Strong interpersonal skills and good understanding of the global organization
• Excellent communication skills, public diplomacy and advocacy
• Ability to work to tight deadlines and handle multiple task
• Ability to prepare reports, information updates, press briefings, plan of actions, operations update, emergency appeal etc.
• Fluently spoken and written English

Preferred:

• Good command of another IFRC official language (French, Spanish or Arabic)
