Humanity and Inclusion Mozambique is on its end implementation of country program Strategy: 2021-2023.
Emergency, and development sectors coexist in Mozambique, creating a diverse, and dynamic working environment, where coordination is operated mainly through working groups and clusters. Consortium and pool funds are frequent. Intense networking is essential for successful fundraising and efficient implementation.
PROJECT OVERVIEW:
An assessment of the constraints and logistical needs of humanitarian organizations was conducted in December 2022 by a team from Atlas Logistique. The findings are that the current response in Cabo Delgado would be greatly facilitated if a humanitarian actor could facilitate the management of storage and transport in this highly changing context.
Setting up storage and transport common services optimises the overall humanitarian response and increases the humanitarian impact by merging logistics efforts and inputs. Thus, enhancing synergies between the humanitarian actors is one of the project outcomes.
Responsibility 1: Ensuring the project’s implementation
- Ensure “acceptance” of the project in the areas of intervention
- Launch the activities in the 3 different pillars: storage, transport and capacity building
- Launching storage activities in Pemba and Mueda: in collaboration with the storage supervisor, contracting warehouses and/or MSUs, securing sites and installing the necessary equipment
- Launching transport activities: in collaboration with the transport operations manager, collect quotations and launch the open invitation to tender.
- Launch capacity building activities: in collaboration with the capacity building officer, definition of training needs and organization of training sessions
- Establish contacts and operational links with the local authorities and the humanitarian stakeholders in the project for the implementation of activities, and sign partnership agreements to this effect
- In liaison with the technical specialist and support services, plan and introduce adapted purchasing procedures and operational formats for the project at the launch stage of activities
- Carry out market surveys and negotiations and draw up procurement contracts in accordance with pre-agreed procedures
- In liaison with Global ATLAS Specialist at HQ, supervise the project’s monitoring and evaluation in conformity with existing tools and operating frameworks
- Ensure the administrative follow-up and monitoring of the activity using the operational management documents and tools
- Evaluate needs for staffing, equipment and materials
- Keep up to date with developments in the context, especially about humanitarian intervention priorities and accessibility and monitor events in the operational areas
- Guarantee the proper use of the project’s resources; monitor these resources on a day-to-day basis
- Help prepare and monitor the project’s purchasing plan in line with HI and donor purchasing procedures
- Contribute to the planning , design and assessment of ATLAS projects
- Monitor assigned project’s budgets, providing full, accurate and timely accounting of all project resources
- Coordinate and consolidate the drafting of internal reports (HI) and external reports (for institutional donors and foreseen in the funding agreement) within the required deadlines, in liaison with HQ.
Responsibility 2: Ensuring management of the operational team
The project team will consist of 14 national employees, organized by type of activity (storage, transport and capacity building).
- Recruits key positions and assists deputies with other recruitments.
- Sets individual objectives, evaluates individual performance, contributes to career development and evolution, monitors competencies
- Organizes and facilitates team meetings on a regular basis
- Manages the recruitment and selection of the new positions or replacements within the project team
- Ensures the strict application and respect of internal regulations by the project team
- Ensures the strict application and respect of safety rules by the project team
Responsibility 3: Ensuring the project’s internal coordination and the technical Support of the teams
- Ensure the proper administrative, logistical and financial management of the projects through close collaboration with the support services
- Update on monthly basis the financial follow up of operational budget lines
- Establish and implement a quarterly review system of all ATLAS project activities outlining key challenges, lessons learned and strategic options to be taken to address problems identified in the implementation
- Follow and actively participate in the professional and personal development of members of your team: individual appraisal interviews, written assessments
- Wherever possible, ensure training for your teams and the transfer of skills in areas relevant to their positions;
- Ensure team building and resolve conflicts within the team timely
- Propose pertinent adaptations to the project’s organisation chart and help develop it (job descriptions, staff recruitment etc.) in liaison with your line manager
Responsibility 4: Ensuring the project’s external coordination
- In liaison with your line-manager, communicate and represent HI with the authorities and all the stakeholders in the project’s activities
- With delegated authority from the Line Manager, represent the organisation in your thematic field of intervention and help in ensuring that HI is seen as a key player in the sector
- Represent your project at meetings of coordination mechanisms, especially clusters (logistics cluster and any other priority clusters for the project).
Responsibility 5: Participating in the management of security on the intervention sites, in collaboration with the Line Manager and Security Manager
- Work in collaboration with the Line Manager in monitoring safety of the teams and activities
- In collaboration with the Line Manager, take part in updating and monitoring security tools (risk analysis, security levels and indicators, security rules, etc.) for the areas of intervention
- Inform the Line Manager of any security event in a timely manner.
Responsibility 6: Producing regular activity reports and capitalising on experience
- Produce regular activity reports for your line-manager and technical line manager
- Provide programmatic inputs to produce donor reports (see Responsibility 2)
- Produce a handover report at the end of mission to help your successor get to grips with the job.
- Work with Line Manager to design, improve and rollout programmatic tools and documents for knowledge management and capitalisation purposes.
- Attend a debriefing at the end mission
Active participation and follow-up of the continuous improvement model:
- Collect all the information and tools used for implementing the project
- Draft memos on lessons learned and best practices identified during the project
- Capitalise on each improvement concerning the activities by developing a process
YOUR PROFILE:
- You have a university degree (Master’s level equivalent or with significant experience) in transportation, humanitarian logistics, supply chain or any other relevant field.
- You have at least 3 years of experience in humanitarian sector and in project management
- You have ideally some experience of INGO representation, donor reporting and project development from technical perspective
- You have excellent written and spoken English – Portuguese would definitely be a plus
- Strong management and capacity building skills
- Strong analytical, organizational interpersonal and intercultural skills Capacity to build and promote partnerships across sectors and with government counterparts

- 12 months International contract starting from 1st, April 2023

- Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
- Medical coverage with 50% of employee contribution
- Repatriation insurance paid by HI
- Salary from 2757€ gross/month upon experience
- Perdiem: 520,90 € net/month – paid in the field
- Hardship: 500 € net/month paid with your salary
- Paid leaves: 25 days per year;
- R&R: Level 3: 5 days every 8 weeks => + flight to Maputo / other destination and compensation package.
- Position unaccompanied
- Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
- Mission of more than 12 months: a child allowance of 100€ per month, per child (from the second child) paid in the field
- Housing: Collective taken in charge by HI
