JOB SUMMARY: The Community Health Manager is responsible for the management and implementation of community health programming in his or her area of assignment through preparation of detailed workplan, supervision, technical oversight, and coordination with other departments and relevant agencies. The Community Health Manager is also responsible for the coordination, monitoring, and reporting of the project activities, as per agreed timelines, deliverables and allocated budget. He/She in collaboration with other team members is also responsible for supporting with development of new community health projects for IMC.

MAIN TASKS AND RESPONSIBILITIES

Overall: • Develop detailed work plans and oversee schedule of Community Health team • Work closely with supervisor/health team to adapt interventions and services in community or/and health facility based on feedback from communities • Build the capacity of community health team by working with supervisor/health team and MEAL team to train community health team on communication skills, health educational topics as identified during regular implementation, utilization of tools such as Community Based Surveillance tool and provide continuous mentoring and support to field teams • Conduct monitoring visits to implementation sites and provide guidance on how to improve activities • Track indicators and prepare weekly reports on community health program • Coordinate joint field activities and collaborations with other partners and agencies at the community level as well as with other departments within IMC • Set context- specific criteria for recruitment of community health workers in collaboration with community leaders • Manage and monitor expansion and geographical distribution of Community Health workers in each area • Coordinate with other medical/health team to share, discuss and find common solutions for challenges faced by the beneficiaries at community and health facility level • Coordinate with Community Health Workers to support administrative procedures that facilitate their work including raising and following up on Procurement Requisitions of supplies related to community health program • Monitor Non-food items distribution in the area and track Non-food items monitoring sheet where applicable. • Closely monitor the initiation and implementation of Community Health program and submit reports about challenges faced and improvement plan

Project Management • Ensure the planning, coordination, and integrated implementation of community health program, applying the donor’s technical guidelines, and national policies on community health • Ensure timely delivery of program components according to proposed activities, deliverables and available funds by maintaining and disseminating updated procurement plans, HR plans and work plans in consultation with the health team and other staff • Provide support to ensure the implementation of quality programming within the project in accordance with IMC’s internal procedures and principles/ethics and in compliance with donor technical guidelines and various relevant national technical protocols. • Develop all educational material, TORs, SOPs and any support tools needed according to the strategy developed to ensure the high quality of community health program and soft components activities across projects. • Provides feedback to the MEAL team for the development of surveys needs to measure the impact of intervention. • Monitor the technical aspects of the community health activities and ensure the quality and relevance of community health intervention. • Preventively identifies issues, gaps and delays that may impede the correct implementation of the projects and proposes mitigation plans. • Supports analysis of information from the field – identified lessons learnt and integrate them in the action plan for improvement • Develop the community mobilization events or campaigns with health partners • Utilize various available and culturally accepted platforms for promoting community health activities including digital platforms • Schedule and conduct site visits for monitoring and supervision to ensure quality of services, accurate data collection and verification consistency with donor technical guidelines and national standards • Ensure community health program is well integrated into IMC’s primary health care program • Monitor challenges to access to the community health interventions, and other services, and report them to the technical team

Reporting • Ensure that data collected through the project are in line with IMC’s internal MEAL system as well as comply with donor expectations • Regularly collect, consolidate, and summarize field reports using data collected, providing relevant analysis and interpretation • Provide regular reports to supervisor on the activities implemented, training, staff capacity building and technical support • Ensure lessons learnt and success stories from the project are documented and reported. • Provide sufficient and detailed information for program reporting to donors and IMC HQ

Program Development • Provide inputs for the development of concept notes and proposals for possible activities relevant to priority health interventions

Coordination • Strengthen coordination between health actors implementing community health projects by sharing accurate up to date information on the services provided. • Represent the community health program in various forums, as well as in partner coordination meetings

Job Requirements

MINIMUM QUALIFICATIONS • Typically, a Bachelors’ degree in health or community health related field; Medical, nursing or Master’s Degree in Public Health, Community Health, Health Promotion, social and behavior change, or other health-related field is preferred. Equivalent combination of relevant education and experience may be substituted as appropriate. • Demonstrated success in all project management related responsibilities including: program planning; work planning and budgeting; financial, administrative, contractual management and supervision; capacity building • Previous experience working with non-governmental organizations • Typically, 5+ years’ experience in implementing activities in humanitarian/development contexts in the following technical areas: community health with proven experience working with community volunteers, village health committees, advanced strategies; community engagement • Good knowledge of the implementation of community-based approaches such as the Community Score Card approach and other community platforms • Excellent communication skills • Able to take initiative within a defined framework • Able to work within a team • Flexible and creative • Strong commitment to work • Able to work under stress • Strong commitment to the organization and its values • Fluency in written and spoken French. English language: ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals, ability to write grammatically correct routine reports and correspondence • Advanced writing and reporting skills both qualitative and quantitative • Advanced Microsoft office skills
