About UOSSM:
L’Union International des Organisation de Secours et Soins Médicaux (UOSSM International) , since its establishment in 2012, has been providing humanitarian assistance, medical relief, and healthcare services to people affected by the crisis in Syria, Turkey, and other countries. UOSSM is a non-governmental organization registered in France and has a country office (Mission) in Gaziantep with a capacity of 65 staff in Turkey, Gaziantep, and about 1800 staff inside Syria, providing health services to around 1.5 m beneficiaries annually. UOSSM delivers services related to Health, Protection, Nutrition, Mental health, referral ambulance services, and other interrelated ones… Our largest achievements are focusing on operating vital hospitals and a large number of PHC centers in the northwest of Syria to 1) deliver primary care, trauma care, and psycho-social support services, 2) support clinics and hospitals with medicine, medical supplies, and operating expenses, 3) train and develop human capital and medical practitioners caring for victims of war, 4) collect data to improve the quality, quantity, and types of health services provided, 5) coordinate with partner organizations to ensure that aid reaches those in need and engage the international governments, international bodies and the public for support. Furthermore, UOSSM provides many health facilities with complementary services, such as solar systems.

Job Summary
Help in planning and designing the M&E system within projects, working on preparing M&E plan, data collection tools with necessary supporting evidence requirements, directing project assistants in their assignments, preparing M&E reports and reviewing completed tools, resulting in generating different types of M&E reports and products work in addition to being responsible for internal communication with other concerned departments and donors.
Main Tasks
Plan and prepare a monitoring and evaluation system at the project level 30%
- Develop and keep the project monitoring work plan updated according to project activities and time frames as appropriate.
- Develop the overall framework for project monitoring and evaluation, e.g., project mid-term evaluation, impact evaluation, and final evaluation, and develop a project performance monitoring plan with relevant data collection systems
- Develop monthly executive plans for the work of M&E assistants (distribution of project work to assistants according to content + monthly reporting plan + communication and follow-up plan and output plan for assistants + plans for attending meetings and workshops + internal communication plan.
- Assist in reviewing the project log frame matrix, particularly in the areas of performance indicators and their measurement;
- Review the quality of data related to project activities, methods of collecting it, and the degree to which it will provide good basic statistics for evaluating the intervention.
- Develop baseline data for each project component and for all project indicators.
- Develop a plan to build project-related capacity in monitoring and evaluation and any technical support that may be required.
- Develop appropriate data collection tools for monitoring and evaluation activities according to project requirements, such as questionnaires, checklists, and focused dialogue sessions.
Implementing monitoring and evaluation processes to ensure the achievement of project objectives 30%
- Collect data on a regular basis to measure achievement against performance indicators.
- Check data quality periodically to ensure that the requirements of the project’s logical framework are met.
- Maintain and manage the monitoring and evaluation database; Analyze and compile results.
- Support project progress reports, mid-term project review, and final evaluation.
- Identify areas that require technical support to project partners as needed.
- Regular meetings with different stakeholders to discuss corrective actions and provide advice on improving project performance using monitoring and evaluation results.
- Identify lessons learned and develop case studies to record the qualitative outcomes of the project.
Preparing and developing high-quality monitoring and evaluation reports and sharing them with stakeholders 25%
- Produce reports on M&E results and prepare presentations based on M&E data as required. These reports include monthly, quarterly, midterm, and final monitoring and evaluation reports, in addition to reports of field visits, corrective actions, lessons learned, best practices, and reports of beneficiary satisfaction with the services provided, in addition to reports of training and capacity building for the targets or employees of the projects.
- Providing the project’s relevant departments with the necessary information.
- Producing reports in a narrative or interactive way to serve the best possible presentation of the results of monitoring and evaluation
- Attending meetings with (donors, partners, technical sectors, Task Forces and clusters, conferences, and workshops)
Team Management and Capacity Building 10%
- Provide direct supervision of the Enumerators/field team
- Provide capacity-building training to enumerators/field team on MEAL surveys.
Developing an electronic management portfolio of 5%
Follow up on results reports and maintain and arrange the archive for tasks.
QUALIFICATIONS AND EXPERIENCE
- Minimum two years of experience working in a relief or development NGO with a focus on MEAL processes
- Education Degree (B.A. and above) ın Health, business administration, statistics, information management, OR any related field.
- Previous field experience and Knowledge acquired in any of the following fields: Health, protection, nutrition
- Minimum one year experience in a supervision position
- Good Knowledge of data collection, analysis, and management principles.
- Good analytical capacity for qualitative and quantitative information.
- Good working knowledge of Microsoft Applications (Word, Excel, KOBO, Power BI, SPSS, etc.)
- Ability to lead and train field workers.
- Key MEAL officer characteristics: Organized, available, good learner, diplomatic, and able to work as a part of the team. On the other hand, the officer must have the ability to take initiative and work independently when needed.
