INTRODUCTION
Micro-Enterprises Support Programme Trust (MESPT) has since the year 2002 developed a niche in supporting the growth of Micro, Small and Medium Enterprises (MSMEs) by providing integrated business solutions for sustainable development. The Trust is a multi-donor entity jointly founded by the Government of Kenya and the European Union who later relinquished their position to the Royal Danish Embassy in Kenya, Ministry of Foreign Affairs of Denmark (DANIDA). Through its vision of being the leading and preferred provider of resources for the development of enterprises, MESPT is anchored on four (4) pillars namely:
- Agri-Enterprise development
- Access to Finance
- Agricultural productivity and Food Safety and
- Green transformation
About AgriFI Programme
AGRIFI programme is an EU-Danida funded Programme whose objective is to support production initiatives for smallholder farmers that are adaptive to the changing climate and market requirements. The 6-year programme runs from 2018 to 2023 where MESPT is an Implementing Partner of results area TWO and THREE of the overall four Results Areas of the programme.
Result area two of the project is aimed at strengthening the capacities of actors along selected value chains through the Agricultural Technical and Vocational Education Training (ATVET) system approach. To ensure compliance of Sanitary and Phytosanitary Standards (SPS) measures by the country, AgriFI Programme has set up a series of capacity building initiatives to empower and equip the responsible inspectors and certifiers with the proper knowledge and tools to regulate SPS compliance of Horticulture (with special focus on beans, mango and avocado), Aquaculture and Dairy produce. Activities under the result area inter alia include supporting upgrading, development, and upscaling of agricultural value chain-based training curricula under the ATVET Centers.
Under result area three the programme has undertaken several capacity building interventions of the private sector and the selected counties to implement and enforce standards on animal health, food safety and plant health. Activities under the result area three include translation of sanitary and phytosanitary regulations for value-chains supported under result area two into user-friendly sector guidelines tools and practices for use by the sector; and training private and public sector on SPS, food and animal product safety requirements and supporting the development of Food Safety Management Systems.
Through the programme, Counties have also been supported in setting up mechanism for testing, surveillance, and enforcement of SPS regulations. Broadly, the programme is incrementally strengthening the capacities of value chain actors, bolstering commercial farming, and improving food security. Through all the above-mentioned initiatives it is expected that the investments demonstrate the existing potential in the enhancement of food safety system as well as the ATVET model to trigger investment from both the public (especially the counties) and the private sector.
In numerical terms, the programme seeks to achieve the following results:
- 4 curricula reviewed and Training and Learning guides developed, addressing food safety, animal health and plant health.
- At least 13,000-value chain actors (drawn from 13 counties) in selected value chains trained on Food Safety.
- 3,000 trained specifically in SPS.
- At least 330 ToTs trained in both broad value chain curriculum as well as on SPS.
- 13 Counties strengthened with tailored capacity to enable them to establish and operationalize SPS surveillance, testing, and enforcement systems.
- 20 producer groups linked to local and international markets.
Ultimately, the above is expected to increase productivity of the selected Value Chains, improve food safety systems, and increase access to export markets.
PURPOSE OF THE ASSIGNMENT
In the last 4 years of the implementation of AgriFI Programme, the programme’s efforts have revolved around upgrading of ATVET Institutions through:
- infrastructure support to make the institutions centers of excellence.
- accreditation of the centers to offer various Units of Competencies in agriculture related value chains,
- review of aquaculture, dairy and horticulture curricula, occupational standards and training &learning guides
- Accreditation of trainers
In the 13 county ATVETs, trainers did application to TVETA, However, most of the trainers did not go through the process due to lack of pedagogical skills which is a critical in the rapidly evolving ATVET sector in Kenya.
This therefore calls for a capacity building of the ATVET Centers staff/County Agriculture, Livestock and Fisheries officers on pedagogical skills or retraining for trainers that can help trainers practically and effectively adopt contextualised training and learning methods to the needs of trainees for improved learning outcomes. MESPT is therefore, seeking services of a TVETA accredited institution to conduct the pedagogy training of 65 trainers, drawn from the 13 Counties supported by the program: Kilifi, Kiambu, Nakuru, Nyandarua, Kakamega, Bungoma, Kisii, Migori, Machakos, Makueni, Embu, Meru and Kirinyaga, and certify them as ATVET trainers.
Objectives of the Assignment
This assignment has the following main objectives:
- Training of 65 trainers from 13 Counties on Pedagogical skills to train agriculture related competencies in their respective county ATVETs
- Assessment of the trainers, in their areas of operation, on their capacity to offer the trainings.
- Certification of the trainers
- Working closely with TVETA towards accreditation of the trainers
SCOPE OF ASSIGNMENT
The scope of work will include, but not necessarily limited to, the following activities:
- Development of a customized training of the trainers, that offers blended learning, preferably theoretical modules to be offered online because of the spread of the trainers.
- Pre-screening and training of up to 65 trainers drawn from 13 Counties (Kilifi, Kiambu, Nakuru, Nyandarua, Kakamega, Bungoma, Kisii, Migori, Machakos, Makueni, Embu, Meru and Kirinyaga).
- Assessment of trainings through teaching practice and/or attachment, in their areas of operation (the 13 ATVET Centers)
- Certification of the 65 trainers as ATVET trainers
- Working closely with TVETA to fast track the accreditation of trainer
EXPECTED OUTPUT OF THE ASSIGNMENT
The following will be outputs expected during the assignment:
- Develop a summarized assessment report of the proposed trainers and categorize them based on their qualification
- Develop a training program for the 65 trainers
- Conduct the trainings of the 65 trainers
- Develop final report detailing assessment, training, and certification of the trainers
- Working closely with TVETA through submission of the certificates to ensure accreditation of the trainers
Requirements to the Proposal:
The proposal, to be submitted in English, shall include:
A. A technical proposal incorporating:
- Short but conclusive profile of the institution, including the accreditation by TVETA to offer Pedagogy training
- A short description of deliverables, clear work plan (days and activities) with the proposed methodology which shall include full justification for implementation approach to be used.
B. A financial proposal indicating fees for the training, including all costs to conduct this assignment (this should include the fees payment schedule).
Timeframe
- The consultancy is proposed to start in September 2022. There will be provision for discussion on the training programme with MESPT Team for validation and inclusion of comments where applicable.
- The bidding institution will be selected based on proven experience, qualifications, training methodology proposed and the cost per trainer.
Logistics
MESPT will facilitate any related logistics including travel and meals, if need be, for the 65 trainers.
Expected Profile (Qualification and Competencies) Of the Institution
- Technical training institution accredited by TVETA
- Certificate or any formal proof of Accreditation by TVETA

The file with the “FINANCIAL PROPOSAL” must be encrypted with a password so that it cannot be opened nor viewed until the proposal has been found to pass the technical evaluation stage. Once a proposal has been found to be responsive by passing the technical evaluation stage, MESPT shall request via email the proposer to submit the password to open the Financial Proposal.
