Job Purpose

The MHPSS Programme Manager will manage the project on mental health, psychosocial rehabilitation and socio-economic integration for vulnerable people.

The programmes and operations include, but are not limited to: psychosocial support, gender-based violence, health and youth, as well as on-going and potential response operations.

The MHPSS Programme Manager will be accountable for the execution of the protection project (manage the overall implementation of the MHPSS projects in a timely manner) and its related activities, and will also be expected to work with relevant partners, namely Turkish Red Crescent Society (TRCS), Movement Partners, as well as other partners and stakeholders.

Job Duties and Responsibilities

Management

  • Managing the implementation of a mental health and psychosocial support project in partnership with turkish Red Crescent Society.
  • Providing technical assistance and oversight, and acting as a knowledge broker in the areas of needs assessment, programme design, implementation and monitoring and evaluation of mental healthand psychosocial support interventions.
  • Planning, conducting and analysing the results from a MHPSS needs assessment.
  • Coordinating and collaborating with external partners and stakeholders.

Strategic direction and capacity building

  • Ensuring professional support to the TRCS, fully understanding their needs and enabling them to strengthen their capacity in policy development, networking, programme monitoring, impact assessment, reporting skills, administrative systems, international contacts, etc.
  • Supporting the TRCS in ensuring that agreed recommendations from evaluations are implemented.
  • Ensuring a continuous and coherent coordination with the IFRC Reference Centre for Psychosocial Support.
  • Maintaining regular contact with the TRCS and other partners on the development of the IFRC-supported activities, and being involved in partnership process to ensure appropriate international cooperation and discussing progress from local and international perspectives.
  • Ensuring that implementation of project activities contribute to the capacity-building of the TRCS.
  • Liaising with key coordinators in IFRC Regional Office, IFRC Headquarters and IFRC Reference Centre on Psychosocial Support to ensure coherence with strategy and plans.
  • Overseeing and organizing the implementation of capacity-building of staff, and partners when required.
  • Ensuring and facilitating close coordination and liaison with all technical MHPSS-related governmental and non-governmental counterpart

Technical support and supervision

  • Developing and adapting tools and materials for capacity building in mental health and psychosocial support.
  • Planning and carrying out trainings and facilitating capacity-building activities.
  • Providing remote management, supervision and mentoring to the TRCS Psychosocial Team.
  • Mainstreaming protection concerns into psychosocial capacity building initiatives and modify interventions in light of age, gender and diversity.
  • Establishing a monitoring and evaluation system.
  • Supporting the implementation of systems and activities for caring for volunteers.
  • Advocating for mental health and psychosocial support with stakeholders, partners and colleagues.

Performance accountability

  • Supervising performance and accountability work to ensure programmes can demonstrate results and base future plans on evidence of positive outcomes at community level.
  • Taking responsibility for overall management of programme finances, and ensuring timely reporting to donors.

External relations and coordination

  • Representing the IFRC in key humanitarian for a with reference to mental health and psychosocial support.
  • Participating in relevant national coordination for a with reference to mental health and psychosocial support to ensure sharing of best practice within the wider humanitarian community.
  • Maintaining regular information flow to partners and stakeholders.

Education

Required:

  • Relevant University degree in Psychology, Social Work, Social Sciences, Public Health, Anthropology or a related field from an accredited academic institution with five years of relevant professional experience

Preferred:

  • Master Degree is an asset

Experience

Required:

  • At least 5 years of relevant and results based working experience in program management with special focus on Mental Health and Psychosocial support
  • Good understanding of the common global humanitarian environment, strong analytical skills and capacity to translate analysis into strategy and planning
  • Familiarity child protection, SGBV prevention and response, violence prevention and, Youth, Volunteers management and Community Based Approach
  • Experience in conducting participatory assessments and knowledge of approaches to increase accountability to affected populations
  • Experience in designing and managing Mental Health and Psychosocial Support programmes in emergency or humanitarian situations and particularly for children as a target group
  • Proven ability to work in volatile security environments with strict security conditions as well as possessing communication and relationship skills to collaborate with the Host National Society, other National Societies and the ICRC

Preferred:

  • Experience in working with Red Cross/Red Crescent or another International humanitarian organization in a senior management position
  • Experience in managing EU-funded projects
  • Experience with remote management, supervision and mentoring
  • Experience from working in Europe region.
  • Experience in coordinating Participating National Societies, Red Cross/Red Crescent Movement col elaborative efforts, Field Assessment and Coordination Team (FACT) and Emergency Response Unit (ERU) deployments

Knowledge, Skills and Languages

Required:

  • Knowledge of protection and psychosocial assessment, monitoring and evaluation tools
  • Ability to implement mental health and psychosocial community-based supports and protection approaches and interventions with an inclusive approach

  • Fluently spoken and written English

Preferred:

  • Good command of Turkish
  • Good command of Arabic
