MdM is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. In Ukraine, MdM Spain implements the project activities in close cooperation with the relevant authorities, public health facilities and communities.

MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in different regions in Ukraine. The program is implemented around two main components: direct provision of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS)); and strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and the provision of medical equipment, consumables and medicines.

Essential duties / HR

Under the direct supervision of the Deputy Medical Coordinator and technical guidance of the Medical Coordinator and the Mental Health Coordinator, the Mobile Units Supervisor implements and follows up MdM activities carried out by the Mobile Units.

S/He directly supervises the activities of MdM Mobile Units in Kyiv and Chernihiv oblasts and the team performance and provides technical support to the Health officers of Chernivtsi and Dnipro bases to improve MUs activities in Chernivtsi, Zaporizhzhya and Kharkiv areas.

S/He is responsible for the data collection, interpretation and reporting related to those activities, and contributes to the coordination partners (INGO, NGO and local authorities) at the mission level.

S/He is the line manager of the doctors, nurses, midwives, psychologists and pharmacists working in Kyiv and Chernihiv oblasts MdM Mobile Units.

Programming

  • Ensure the implementation of all MdM activities carried on by the Mobile Units, according to plan and in coordination with the Deputy Med Coordinator.
  • Ensure that all components of the Mobile Units activities meet health and mental health needs.
  • Ensure that all the components of the Mobile Unit activities are consistent with health and mental health international standards, and MdM guidelines and procedures
  • Conduct regular supervision visits, to assess the quality of the services provided, and to put in place corrective measures when needed, in coordination with the Health Officers Chernivtsi and Dnipro as well as Deputy Med Co.
  • Provide technical support to the Mobile Units teams to problem solve any clinical or technical problems with implementation of the services ensuring high quality, effective and efficient service
  • Follow up the Mobile Unit activities, by implementing and updating monitoring and evaluation systems, and supervising the data collection processes, in collaboration with the Monitoring and Evaluation Manager.
  • Analyse on a regular basis the data collected in relation to MU activities and to put in place corrective measures when needed, in coordination with the Health Officers Chernivtsi and Dnipro as well as Deputy Med Co.
  • Ensure confidentiality and protection of data collected in regards to beneficiaries who use the MUs
  • Report on its activities to the Deputy Medical Coordinator, including the analysis of the situation and propositions to improve Mobile Unit activities.
  • Monitor epidemiological patterns of diseases being seen at MUs. Analyse and react to trends and alter activities if needed including outbreak response
  • Upon request of the Deputy Medical Coordinator, contribute to internal and external reports.
  • Prepare the Mobile Units schedules and adapt them when needed, in coordination with Liaison Officer.
  • Organise and to facilitate monthly Mobile Unit meetings supporting staff with training opportunities and allowing feedback.
  • Coordinate closely with the Deputy Medical Coordinator and the Coordination team, through regular discussions / communication, to help enhance program implementation.
  • Collaborate and participate in any field survey, data collection and/or needs assessment organized by MdM in relation to health.

Management of medical stock and logistic chain for medical purchase

  • Ensure Mobile Units have all equipment and supplies needed to provide quality services
  • Follow-up and analyse drugs consumption and to forecast the needs in coordination with Chernivtsi and Dnipro Health Officers.
  • Communicate the procurement needs in a timely manner to the Logistics department
  • Participate in a good management of the pharmacies, in particular in relation to the quality of storage conditions, and regular inventories, in collaboration with Logistics and Pharma departments.

Human Resources Management

  • Conduct regular appraisal of each member of the Mobile Units.
  • Identify the training needs of Mobile Units staff.
  • Plan and conduct regular trainings for the MdM team in general, and the Mobile Units teams in particular.
  • Report any human resources issue to the Deputy Med Co.
  • Participate to the recruitment of Mobile Unit staff.

Other

  • Upon request on the Deputy Medical Coordinator, participate to meetings and workshops with NGO, INGO, local organisations and local authorities
  • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services.
  • Respect MDM principles/values.
  • Maintain full confidentiality for all work-related information.
  • Perform any additional duty on request of the Deputy Medical Coordinator.
