Project Overview
The goal of the USAID Uzbekistan Market Systems Transformed (UMST) Activity is to enhance sustainable and inclusive economic growth by strengthening businesses and the business-enabling environment in targeted sectors, while addressing the barriers faced by women, youth, and underrepresented groups. This Activity has the following specific objectives:
- Objective 1: Reduced barriers to private sector growth in the ICT, tourism, and textiles sectors and green economy sub-sectors.
- Objective 2: Increased private sector investment and access to finance in the ICT, tourism, and textiles sectors and green economy sub-sectors.
Purpose of Position
Palladium seeks a Monitoring, Collaborating, Learning, and Adapting (MCLA) Lead to oversee the development and management of monitoring, evaluation, and learning (MEL) data and systems for all activities under UMST; track, aggregate, and develop reports on the achievements of Objective Leads on project indicators and targets; support the overall team in evaluating their progress; and contribute to project reporting and communications efforts.
Duration
The USAID UMST Activity is projected for 5 years (September 30, 2023 to September 29, 2028).
Location
This position is located in Tashkent, Uzbekistan.
Reporting and Supervision
This position will report to the Chief of Party (COP).
Responsibilities
- Reviews project implementation activities to assess results and the impact.
- Works with technical team members to ensure the MEL data capture system is implemented and data is collected from applicable project activities.
- Gathers and evaluates information and ensures that these findings are accurately presented in all USAID reporting and tracking tools.
- Responsible for developing and designing project systems to track program progress against indicators, collecting and verifying information, and maintaining performance monitoring plans, reports, work plans, and monthly reports.
- Ensures project scope and activities are compliant with USAID policies.
- Coordinates closely with implementing partners to build cohesive measurement and results systems.
- Participate in the annual Collaborating, Learning, and Adapting meeting to gather stakeholder feedback.
Key Competencies Required
- Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, or a related field.
- Strong writing, reporting, and presentation skills in English and Uzbek.
- Relevant international business development service experience, preferably working on USAID economic development projects.
- Strong experience in gathering, organizing, and analyzing large amounts of data as well as the ability to design manageable, transparent MEL systems that report progress against indicators throughout the life of the project.
- Solid understanding of USAID regulations and MEL reporting requirements, preferably in the economic growth sector.
- Fluency in the English language and strong written and spoken communication skills.
Competencies Preferred
- Master’s degree in Monitoring and Evaluation, Statistics, Economics, or a related field.
