Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

MdM is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. In Ukraine, MdM Spain implements the project activities in close cooperation with the relevant authorities, public health facilities and communities.

MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in different regions in Ukraine. The program is implemented around two main components: direct provision of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS)); and strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and the provision of medical equipment, consumables and medicines.

JOB SUMMARY

Under the management and technical supervision of MEAL Manager s/he is in charge of developing and implementing the MEAL system in collaboration with operation and medical units, and of supporting the coordination team with reporting.

GEOGRAPHICAL SCOPE OF INTERVENTION:

The incumbent will be based in Kyiv, with regular travels to the fields for the implementation of the programmatic activities of MdM (Chernivtsi, Chernihiv, Dnipro, Kharkiv, Zaporizhzhia, etc.).

FUNCTIONS

MEAL System development, implementation and follow up

  • To map the MEAL tools and practices utilized at mission level
  • To compile all donor and internal indicators/data collected to understand the MEAL requirements of the mission
  • Based on findings, to develop a coherent M&E framework, in collaboration with the coordination team
  • To oversee and support programs in timely development and implementation of monitoring framework and tool
  • To develop and implement the Monitool and ensure regular updating
  • To ensure that data reported by the fields meets the dimension of data quality
  • To centralize all data collected on the mission
  • To follow up the mission indicators
  • To propose, support and contribute to evaluations focusing on the overall performance programs
  • To produce M&E reports containing summary data, reviewing overall performance against targets
  • To identify M&E tools and material that can support MdM advocacy at local, country and international levels, in cooperation with the coordination team.

Accountability and Learning

  • Set up and maintain proper Complaints Response Mechanism (CRM) for activities where each complainant is properly recorded and responded
  • Establish good beneficiary feedback mechanism; the collection, management, analysis, and integration of lessons learned
  • Ensure that all staff at all levels fully understand and promote accountability in general.
  • Ensure that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints

Reporting

  • To participate to mission documents production, especially proposal/ concept notes, interim and final reports, writing for institutional donors

Procedures

  • Maintaining full confidentiality for all work-related information and data
  • Provide data and information regarding activities always when necessary
  • Ensure that donor, partner, and mission management data queries are addressed in an accurate and timely manner
  • Perform field visits to ensure the quality of data collected by staff and to verify its accuracy.

Training

  • Coordinate and provide refresher MEAL training for program staff as needed
  • Coach, train, and mentor the Program team with the aim of strengthening their data collection and reporting

Other duties

  • Perform any additional duties on instruction given by the Program Coordinator and MEAL Manager related to MdM project in Ukraine

REQUIRED QUALIFICATIONS:

  • University Degree
  • Minimum 1 year of relevant MEAL experience
  • Knowledge of Program Management Cycle
  • Knowledge of Humanitarian Context in Ukraine
  • Advanced computer literacy in office software packages (MS Word, Excel, PowerPoint, PowerBi, Access, Outlook etc.)
  • Knowledge of M&E and statistics tools (KoBo toolbox, ActivityInfo, IBM SPSS etc)

LANGUAGE REQUIREMENTS:

  • Ukrainian and Russian Native (written and verbal)
  • English skills would be an asset
