ILO would like to hire the services of a national consultant in Civil Engineering to oversee and monitor the project’s implementation agreements in the selected municipalities in Irbid governorate.
The civil engineer will be selected to help the project manager put into action the activities identified. More generally, s/he will oversee, monitor, and supervise the employment intensive investment activities within the Project in Irbid governorate.
Assignment Duration
The assignment will last for 6 months, starting from 15 January 2024 till 15 July 2024.
Deliverables
- Deliverable No. 1: Conduct daily site visits for the work location(s) in the selected municipality(s). 5 visits/week/municipality
- Deliverable No. 2: Submit regular daily reports to show; daily progress, workers attendance status, challenges, etc.
- Deliverable No. 3: Submit regular weekly reports including but not limited to overall work progress, weekly progress against the planned target, weekly workers attendance status, challenges, etc.
- Deliverable No. 4: Submit regular monthly reports including but not limited to overall work progress, monthly progress against the planned target, monthly workers attendance status, challenges, etc.
- Deliverable No. 5: validate the monthly register sheets and submit regular monthly payroll sheets and follow up with the payments
Activities
- Oversee the implementation agreements with the municipalities
- Submit daily, weekly and monthly reports for the project manager
- Represent the ILO in the field and perform day-to-day coordination with the municipalities, workers and suppliers according to the needs and requirements on site.
- Apply quality control and safety procedures on site for the maintenance and rehabilitation works that will be taking place by supervising municipality(s)’ performance and reporting any discrepancies of quality and quantities of work to be completed.
- Alert the project manager of any potential challenges in advance to mitigate delay-related risks.
- Provide on-site coaching and training for the engineers, technicians and workers about and labour resource-based matter
- Ensure the Municipalities adherence to the Cash-for-Work SOP, project’s contract and the TORs
- Ensure the municipalities adherence to the principle of “Do no harm” in recruitment and project implementation
- Ensure that the worker payment practice is set on timely manner
- Responsible for the preparation and verification of a database for worker attendance sheets, payrolls, etc.
- Support with all other tasks as requested by the project manager.
Required Profile
- First level university degree in Engineering
- 3 years of professional experience in infrastructure projects implementation
- Experience in labour-based implementation
- Good knowledge of the EIIP programme applied by the ILO.
- Good knowledge in green jobs and applying climate adaptive measures is a plus
- Resident in Irbid governorate
The payment modality will be six payments, each payment to be paid at the end of each month subject to the completion of the following activities in each month:
- Conducting the requested field visits/municipality/ week (21 to 23 visit/month/municipality based on each month length)
- Submitting the requested daily reports (21 to 23 report/month/municipality)
- Submitting the requested weekly reports (4 weekly reports/month/municipality)
- Submitting the requested monthly report (1 report/month/municipality)
- Submitting the monthly payroll sheet and review it thoroughly with the municipality(s) (once/month/municipality)
**Transportation to the sites is the consultant’s responsibility**
