Project Overview
The goal of the USAID Uzbekistan Market Systems Transformed (UMST) Activity is to enhance sustainable and inclusive economic growth by strengthening businesses and the business-enabling environment in targeted sectors, while addressing the barriers faced by women, youth, and underrepresented groups. This Activity has the following specific objectives:
- Objective 1: Reduced barriers to private sector growth in the ICT, tourism, and textiles sectors and green economy sub-sectors.
- Objective 2: Increased private sector investment and access to finance in the ICT, tourism, and textiles sectors and green economy sub-sectors.
Purpose of Position
Palladium seeks an Office Manager & Procurement Specialist to support the management of administration, logistics, procurement, operations, human resources, and security with the goal of ensuring that the Activity is implemented in accordance with USAID and Palladium rules, regulations, and procedures.
Duration
The USAID UMST Activity is projected for 5 years (September 30, 2023 to September 29, 2028).
Location
This position is located in Tashkent, Uzbekistan.
Reporting and Supervision
This position will report to the Director of Finance and Operations.
Responsibilities
Office Management
- Oversee office equipment, assets, IT, and facilities including rents, lease agreements, security, office utilities, and management of relationships with landlords and service providers.
- Coordinate the maintenance of up-to-date and accurate asset register(s).
- Manage Information and Communication Technology (ICT) staff and service providers.
- Coordinate with the Director of Finance and Operations and the Home Office on issuing and maintaining employment contracts and modifications for short-term consultants and staff.
- Maintain individual records with contracts, detailed scope of works, salary histories, etc. for local consultants and staff.
- All other duties deemed necessary.
Procurement Management
- Oversee regional travel and transportation requirements and arrangements.
- Oversee procurements, contract monitoring and maintenance, and tracking practices in close coordination with appropriate team members.
- Assist with identifying and securing meeting venues and logistics; assist with travel and transportation arrangements.
- Lead and oversee the development, management, and complete life cycle of a variety of possible procurement mechanisms, including but not limited to purchase orders and contracts.
Key Competencies Required
- Bachelor’s degree in Accounting, Business Management, or related fields.
- At least 5 years of work experience in broader administration management within an international organization, including office management, logistics, and procurement.
- Ability to manage and execute multiple concurrent tasks with minimal supervision.
- Excellent verbal and written communications skills.
- Knowledge of USG rules and regulations such as AIDARs, FARs, ADS, etc.
- Fluency in the English language and strong written and spoken communication skills.
Competencies Preferred
- Master’s degree in Accounting, Business Management, or related fields.
