1.Background on Terre des Hommes Netherlands

Terre des Hommes Netherlands (TdH NL) aims to protect children by preventing and stopping child exploitation and by empowering children to make their voices count. TdH NL focuses on sexual exploitation of children, the worst forms of child labour, online and offline exploitation of children and child protection in humanitarian crises. For each of these forms of child exploitation, TdH NL is developing and implementing projects and programmes through local partners, mainly in Asia and East Africa. In Asia, TdH NL works in Cambodia, the Philippines, Thailand, Bangladesh, India, and Nepal.TdH NL’s vision is that children can flourish in a world free of all forms of exploitation. Our mission is to protect children by preventing and stopping child exploitation. And by empowering children to make their voices count.

2. Consultancy Purpose

Through the training initiative we aim to improve fundraising capabilities of our teams by enhancing their capabilities in proposal writing skills, enable them to develop effective budgeting strategies, and scope funding opportunities at country level. To achieve this, we are seeking expertise of a qualified consultant to conduct a comprehensive training program on fundraising(donor scoping), proposal writing, and budgeting for our staff and key stakeholders. The training delivery will be online.

3. Scope of Work: The consultant will be responsible for the following tasks:

  1. Undertake a need assessment with the Country Office staff and relevant staff.
  2. Develop a customised training curriculum based on TdH NLś specific requirements, covering fundraising, proposal writing, and budgeting topics.
  3. Conduct online training.
  4. Deliver an interactive and engaging training program, which may include workshops, presentations, group exercises, case studies, and discussions.
  5. Cover topics related to donor identification, developing Theories of Change that match donor expectations, proposal structure, insights on donor assessment, budget development, financial management, and donor stewardship, among others.
  6. Provide practical examples and real-life case studies.
  7. Offer guidance on using technology and online platforms for fundraising where applicable.
  8. Conduct a post-training evaluation to measure the effectiveness of the training and identify areas for improvement.
  9. To align with the new TOC and strategy into account while developing the proposal.

4. Deliverables:

  1. A comprehensive training curriculum, including all training materials and resources, to be submitted for approval before the training program commences.
  2. Delivery of the training program on the agreed-upon dates, through virtual means.
  3. Post-training evaluation report with recommendations for future capacity-building initiatives.

5. Time period and Geographical area:

The training program is expected to take place over 2 days. The specific dates and duration will be finalised in collaboration with the selected consultant

7. Intellectual Property
All information pertaining to this assignment belonging to the client and and created for the assignment (documentary, audio, digital, cyber, project documents,etc) which the service provider may come into contact with in the performance of his/her duties under this consultancy shall remain the property of TdH-NL who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of TdH-NL.All training materials and resources developed by the consultant specifically for this training program will become the property of Terre des Hommes- Netherlands

8. TdH NL Integrity Framework

The consultant shall sign and abide by the TdH NL Integrity Framework including Safeguarding Policy, Conflict of Interest Policy, Global Code of Conduct, its related procedures and will be required to disclose any prior convictions and undergo or present an up to date and valid criminal background check.

9. Payment Amount and Procedure

Payment shall be made according to the following schedule and based on the submission of the agreed deliverables:

10. Profile of the Consultant:

The ideal consultant should possess the following qualifications and experience:

  1. Proven expertise in fundraising, proposal writing, and budgeting within the nonprofit sector from donors like EU/USAID.
  2. Extensive experience in delivering training programs and capacity-building initiatives.
  3. Knowledge of the latest trends and best practices in fundraising, budgeting, and donor engagement.
  4. Strong communication and presentation skills.
  5. Ability to tailor the training content to suit the needs and context of our organisation.
  6. Excellent evaluations and references from previous clients.

12. Supervision / Management of the Assignment

The consultant will be supervised by the TdHNL Regional Business Development Manager-Asia.

13. Expressions of Interest

Interested applicants are required to submit a technical proposal and a financial proposal. The following components must be included:

  1. A cover letter, which includes information about the applying consultant(s), outlining their interest and motivation for applying for the consultancy.
  2. Up to date CVs relating to the applying consultant(s) experience in undertaking similar assignments and skills to carry out this work, including contact details for two references, from previous organisations that have used the consultant’s services, or two former employer references.
  3. Full details of proposed consultancy team members, including CVs which relate to their experience and skills to carry out this work.
  4. A technical proposal (no longer than six pages) which should include the following:
    1. the consultant’s understanding of the terms of reference
    2. a clear and detailed work plan including timeline
    3. a description of the proposed methodology(ies) to be used to fulfill the requirements of the ToR
    4. a Financial Proposal (one page) which should include the number of working days and the professional rates per day. It should also include a separate itemised logistic budget, broken down to identify accommodation, transport, stationary, communication, etc. where appropriate.
  5. Up to three examples of similar reports and/or previous work.
