Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the implementation of operational plans in support to National Societies of 39 countries through eight Country Offices and five Country Cluster Support Teams.

As part of the Asia Pacific Region; the Jakarta office will provide direct support to Indonesia and Timor Leste. The Jakarta Office will promote country centred longer-term programming, provide a platform for regional cooperation and learning, provide technical support in the countries lacking the technical capacities, and manage the performance of the secretariat staff in the countries in its responsibility.

The Organizational Development and Quality Assurance Coordinator is part of Delegation Senior Management team and reports to the Head of Delegation, Country Cluster Delegation for Indonesia, Timor-Leste and Representative to ASEAN.He/she is responsible to manage a diverse group of professionals to provide leadership and strategic direction for a wide portfolio of programmes and processes ensuring the cohesiveness with National Societies strategies and Delegation strategy direction. The position will also maintain technical line to NSD Coord, Partnership Coord, PMER and other related technical unit for management and coordination matters at APRO (Asia Pacific Representative Office) level.

Job Purpose

The Organizational Development and Quality Assurance Coordinator will lead Delegation initiatives in the following areas:

  • National Society Development
  • Partnership development and coordination
  • Planning, monitoring and reporting
  • Strengthening Delegation integrated work modalities to enhance the implementation of Delegation strategies and programmes.
  • Supervise the Development and Quality Assurance team of multi-disciplinary professionals to ensure technical expertise is provided to the NS and Delegations as per established plans. This includes close cooperation with all Delegation programmatic units.

Job Duties and Responsibilities

  1. Provide leadership and direction for planning process and its finalization for Delegation while ensuring the cohesiveness with National Societies strategy and CCST Strategy Direction.
  2. Support the HoD to develop and lead the implementation of overall strategy of the Delegation( including the setting of objectives and project/program key achievement targets) , particularly in the field of National Society Development, Strategic Partnership, Communication and PMER.
  3. Ensure that Delegations strategic objectives are reflected in the annual operating plan and oversee the mobilization of financial resources to against these plans.
  4. Ensuring inclusion, alignment, implementation and monitoring of NSD components, including CEA and PGI, in all programmes and operations in accordance with NS strategic Plan and IFRC strategy to support long term NSD programming are managed properly by NSD Manager
  5. Support the alignment of NSD components in all emergency operation with NS Strategic Plans and IFRC strategy to support long term NSD programming of the NSs and organization function.
  6. Establish coordination and communication and provide regular updates internally as well as to partners contributing to NSD work of PMI and CVTL
  7. Lead, in close cooperation with other Delegation unit, the development and strengthening of new and existing relationship with multilateral donors, government, United Nations, ASEAN and its entities and the private sector with special emphasis in resource mobilization. This may also include official representation.
  8. Support Coordination amongst Movement Partners in Indonesia and Timor Lester to ensure coordinated support for both NS’s for the overall National Society Development work.
  9. Supporting the HOD and leadership of PMI and CVTL in overall coordination to ensure proper mapping of existing support to NS to support the CCST finding/continue best support for the NS and to support NS on aligning such support with their plan and strategic plan.
  10. Provide guidance and supervision on the development and implementation of a media and communication plan and strategy for the IFRC Indonesia and Timor Leste Delegation
  11. Act as budget holder to designated budget/s and provide financial oversight to all budget holders managed by unit staff.
  12. Perform other work-related duties as assigned.

Education

  • University degree in relevant field
  • Relevant post graduate qualification/technical training (or equivalent experience)

Experience

  • 15 + years of experience with minimum of 5 years of managing and motivating teams, 10+ years of post-qualification experience working in the area of expertise
  • Experience with Organizational Development process of building organization to their capacity to change and achieve greater effectiveness by developing, improving, and reinforcing strategies, structures, and processes
  • Experience in annual planning and strategy implementation of Unit which consist of multiple division (people and financial resources)
  • Experience of planning and managing finances and budgets
  • Experience in managing multiple projects
  • A broad understanding of southeast Asia economic, political, global and humanitarian issues, specifically for the four countries supported by CCDs
  • Experience of working in both emergencies and developmental contexts within international Organization
  • Experience in NS/Organizational capacity building in preparedness, response and recovery
  • Experience working with the National Societies
  • Experience of working for the Red Cross / Red Crescent or other humanitarian organization (Preferred)

Knowledge, Skills and Languages

  • Excellent skills in budgeting and financial management, problem solving, conflict resolution, advocacy, and stakeholder coordination
  • Strong communication and interpersonal skills, able to negotiate while maintaining effective working relations
  • Analytical skills, self-motivated with good judgment and initiative
  • Demonstrated leadership and management skills, including the ability to lead within a matrix management structure and utilize talent and experience of team members in a productive way
  • Ability to adapt and adjust to change, take extra miles to accomplished work task
  • Ability to work well in a multicultural team and in a changing environment
  • Thorough knowledge of RC/RC Movement, PMI and CVTL
  • Computer skills: Windows, Word Processing, PowerPoint, Excel. (spreadsheet and database application) + Ability to use video conferencing application i.e., Microsoft Teams, Zoom etc
  • Ability to be flexible to work in pressurised working environments e.g., disaster affected area
  • Able to travel frequently to project areas
