Overview:

IBTCI is seeking Performance Monitoring Specialists for anticipated evaluation service task orders focused on the security sector under the U.S. Department of State. The Performance Monitoring Specialists will work closely with evaluation teams to develop performance monitoring and evaluation plans (including the development of MEL data collection and analysis plans) while guiding their successful management or implementation, as directed.

Responsibilities

Scope of Work:

  • As directed, assist in the development, management or implementation of M&E frameworks for clients focused on the security sector at USDOS with members of the program team to develop AMELPs, designing theory of change and logic models, identify output and outcome indicators with baselines and targets, develop monitoring and indicator tracking tools, and ensure data collected meets data quality assurance guidelines and data disaggregation guidelines in accordance with USDOS M&E guidelines.
  • Identify the level of effort required for the execution of the AMELP for planning and budgeting purposes.
  • Ensure all stakeholders, including client and program management team, possess a shared understanding of the AMELP, data collection and analysis requirements, and other planning and execution needs.
  • Support the analysis of data collected from qualitative and quantitative sources to inform activity monitoring and strategic decision making.
  • Ensure integrity of data collections methods and data quality.
  • Develop monitoring reports, contribute to quarterly, annual or other monitoring reports to include snapshots, success stories, etc. as directed by the client.
  • Develop/work with dashboard designer, as directed by the client, to develop technology components for M&E and reporting, and regularly assess their efficacy and utility.
  • Develop visually compelling graphics to support data analysis and reporting.
  • Provide updates to MEL Team/Team Lead/other reports on MEL data to support decision making, performance, management and learning.
  • Support other tasks related to performance monitoring of discrete projects in support of efforts in the security sector at USDOS.
  • Other duties and tasks as necessary.

Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Qualifications

Minimum Requirements:

  • Minimum 8 years of experience with Bachelor’s or minimum 5 years of experience with Master’s in performance monitoring, including the design and implementation of M&E plans, preferably with DOS or a similar federal agency.
  • Minimum 8 years of experience with Bachelor’s or minimum 5 years of experience with Master’s in the creation of AMELPS, log frames, indicator tracking tables, and other performance monitoring system elements.
  • Familiarity with DOS performance monitoring and management support guidelines, such as the Evidence Act and the Monitoring for Results framework.
  • Exceptional interpersonal and communication skills and the ability to deliver information to stakeholders at multiple levels.
  • Proven ability to manage several tasks and deadlines concurrently in a fast-paced environment.
  • Excellent analytical writing and presentation skills.
  • Proficiency in Microsoft Office Programming (e.g., Word, Excel, PowerPoint).
  • Active SECRET clearance.
  • Fluency in written and spoken English.

Education: Bachelor’s degree in Social or Behavioral Science, Economics, International Development, or related fields, Master’s degree preferred

Preferred Knowledge, Skills and Abilities:

  • Demonstrated experience working on evaluations for the Department of State.
  • Demonstrated expertise in one or more of the following sectors: military/criminology grants, law enforcement, border security, counter nuclear/rad smuggling/WMD, maritime security, regional/international cooperation, aviation security, countering violent extremism (CVE), counterterrorism, physical security, military security, anti-corruption, organized crime, money laundering, counter-narcotics, intellectual property rights, cyber-crime, wildlife trafficking, environmental crimes.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile or conflict prone zones.
