Planning, Monitoring and Reporting Lead (100%)

Objectives of the position

The Planning, Monitoring and Reporting (PMR) Lead based in the Directors Office will drive and coordinate the OCA Planning and Control Cycle (PCC) as well as develop, implement, and maintain monitoring tools and reporting linked to the PCC. The PMR Lead will ensure robust linkages and compatibilities between all departments and that planning, monitoring and reporting aligns with strategic objectives, supporting management decisions and accountability.

Main responsibilities

  1. Planning

    • Coordinate the OCA Planning and Control Cycle , including processes, key moments and products, i.e. to develop the Annual Plan and Mid-year Review. Create synergies with departmental processes.
    • Lead the development and coordination of key reflection moments linked to the Planning and Control Cycle, e.g. Accountability and Lessons Learned Days, Block Days, etc.
    • Support the development of the next OCA Strategic Plan including design and coordination of the process.
    • Ensure continuous assessment and learning from the Planning and Control Cycle, that it reaches appropriate managers and that it is reflected in updated processes.
  2. Monitoring

    • Develop, implement, and maintain a Monitoring Framework that strengthens OCA’s monitoring and evaluation of processes. Liaise with stakeholders to refine and/or develop indicators, dashboards, etc. related to health, logistics , finances, human resources, risk, compliance and ethics, etc.
    • Coordinate the development and improvement of tools related to planning and monitoring that supports the creation of an evidence base across all OCA departments to track progress on objectives and report on accountability.
    • Align the monitoring of strategic and annual plans such that objectives may be mapped to departments and staff workplans.
    • Ensure that monitoring and reporting systems support stakeholders, e.g. Heads of Units, Directors, the Management Team. In collaboration with other data, reporting and analytics teams, enhance routine analysis and improve performance and accountability. Ensures monitoring remains adapted to organizational changes.
  3. Reporting

    • Coordinate and support systems-wide reporting linked to the Planning and Control Cycle, e.g. the Annual Plan and Mid-year Review, in support of accountability. Supports the Head of the Directors Office on Planning and Control Cycle messaging from the Management Team. Ensures deadlines are met. Coordinates with the Control department for the annual Board Report; liaises with external consultants in the production of reports; drafts analytical summaries.

External and Internal Communication

  • The PMR Lead works closely with the Head of the Directors Office to align with the direction of the Management Team as it relates to the PCC.
  • The PMR Lead collaborates with key stakeholders across OCA for planning, monitoring and reporting including managers and analysts from all departments to ensure that planning, monitoring and reporting is understood and mainstreamed into processes and ways-of-working to improve outcomes.
  • The PMR Lead also liaises with other planning and monitoring specialists within the organization in support of accountability to communities and patients at the programmatic level.
  • The PMR Lead is an active member of the Directors Office, supporting its inter-departmental functions including internal communications, the data strategy, and via the Management Team.

Candidate Profile

  • Experience in planning, monitoring, and reporting in an NGO setting.
  • Understanding of organizational planning cycles. Strong planning skills with the ability to anticipate needs in a changing landscape as well as comprehend and manage dependencies across other initiatives.
  • Experience in the development and implementation of monitoring systems to facilitate the achievement of and reporting on goals. Ability to develop and implement change.
  • Exceptional written and oral communication and reporting skills, capable of producing high-quality concise written analysis. Ability to synthesize large volumes of complex and/or sensitive material.
  • Ability to act autonomously and balance long-term challenges while delivering on urgent tasks, to think systemically and structure information and workflow.
  • Ability to remain focused and calm under pressure in order to deal with ambiguities and conflict.
  • Meticulous attention to detail, with ability to ensure excellent records management.
  • Excellent interpersonal skills, willingness and ability to communicate and collaborate with stakeholders at all levels of the organization, to listen and accommodate the views of others while achieving objectives . Able to cooperate with diplomacy, tact, and empathy in a networked environment with people of diverse backgrounds.
  • Genuine interest in, and commitment to, the humanitarian principles of MSF. Willingness to be flexible and adaptable to meet the requirements of the team.
  • Master’s degree (or equivalent work experience).
  • Excellent computer literacy, in particular the Office 365 suite.

We offer

If based in the Netherlands, a Dutch employment contract will be offered from October 1st, 2023, based on 40 hours per week. The contract duration will be until 31/12/2024 with a renewal option.

A gross monthly salary in scale 7 with a current salary range between € 3,711 and € 5,299 euro depending on relevant work experience, based on a fulltime appointment (if based in The Netherlands).
