Scope

IISD is looking for a Policy Analyst on Tax and Investment. This is an exciting opportunity to help shape an emerging area of work at IISD. The analyst will contribute to new research on the intersection between tax and investment and will support the rollout of IISD’s guide on the implementation of the global minimum tax (a joint product with the International Senior Lawyers Project). The analyst will also contribute to IISD’s work on mining taxation, delivered through the Intergovernmental Forum on Mining, Metals, Minerals, and Sustainable Development (IGF).

Key responsibilities include:

  • Contributing to the development of IISD’s work on tax and investment.
  • Producing high-quality research on the implications of the global minimum tax for tax incentives, investment codes, and international and regional legal investment instruments (e.g., bilateral investment treaties [BITs] and investment chapters in Free Trade Agreements [FTA]).
  • Contributing to the organization and delivery of capacity-building events for governments on the implementation of the global minimum tax.
  • Maintaining and building a relevant network of contacts, stakeholders, and partners for the work on tax and investment.
  • Contributing to the production of high-quality research on mining tax policy and administration and related technical assistance for governments.

Detailed responsibilities:

Strategy and Vision

  • Collaborate with IISD staff to design, develop, and implement a strategy and program of research and technical assistance on tax and investment with a specific focus on the interaction between the global minimum tax and tax incentives.
  • Contribute to the overall strategy and vision of the Global Mining Tax Initiative.
  • Manage own time and inputs to deliver outputs on time and to budget.

Research and Knowledge Products

  • Generate policy-relevant or applied research on tax and investment, as well as on mining tax policy and administration.
  • Track the latest developments related to tax and investment, including emerging trends, policy changes, and legal and institutional reforms.
  • Promote, communicate, and share ideas, policy recommendations, and research findings through a variety of mediums.

Technical Assistance

  • Support the rollout of the guide for developing countries on the implementation of the global minimum tax, including delivering capacity building and technical assistance for governments.
  • Contribute to the delivery of technical assistance for governments on investment laws and mining taxation.

Convening and Outreach

  • Engage and collaborate with a variety of actors and stakeholders to influence the design of international tax and investment norms and standards, including the global minimum tax.

Operations and Project Management

  • Participate in fundraising efforts for the initiative, including by contributing to written proposals for funding and other business development materials.
  • Evaluate and report on all tax and investment activities.

Ideal Candidate Profile:

Knowledge and Qualifications

  • An undergraduate degree in law or public or social policy.
  • 2–3 years of experience working in investment, tax, and mining law.
  • Demonstrated excellent writing and communication skills.
  • A strong grasp of investment, tax, and mining law.
  • Excellent English (written and spoken).
  • Conversant in French and/or Spanish.
  • Commitment to IISD’s vision for sustainable development.

Skills, Competencies, and Attributes

  • Strong interpersonal skills with the ability to communicate effectively with people from a wide range of backgrounds.
  • Strong analytical, research, and writing skills in English.
  • Strong writing skills and oral communication skills in English.

  • Ability to work effectively in a remote, asynchronous team.
  • Flexibility and adaptability to work effectively across different topics and themes at the same time and to pick up knowledge on new topics quickly.
  • Ability to work on own initiative and under minimal supervision.
  • Strong commitment to the ideals, values, and mission of IISD.

Ideal

  • Experience with quantitative data analysis.
  • French and/or Spanish language skills are highly desirable.
