The Program
The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is part of a series of economic, security and people-to-people initiatives to boost Australia’s engagement with Pacific Island countries and Timor-Leste. The AIFFP offers $3.0 billion in loans and $1.0 billion in official development assistance grants, focused on core economic infrastructure such as energy, transport, water and telecommunications. The AIFFP is managed by the Department of Foreign Affairs and Trade and became operational on 1 July 2019. The AIFFP is staffed with DFAT employees, contractors and secondees from other Australian Government Departments. The AIFFP will identify and assess infrastructure projects for financing (to sovereign Pacific governments and through these to Pacific State-Owned Enterprises, and to private sector borrowers), structure loan and grant packages, provide grant administration and deliver AIFFP branding and communications. The Position
Based in Port Moresby, the Procurement Specialist will facilitate AIFFP-financed procurement that maximises local participation and provides effective procurement outcomes. The role will apply across the AIFFP portfolio in the Pacific and Timor-Leste.
The Person
The ideal candidate will have experience working on procurement associated with major infrastructure projects in a development context, with preference given to demonstrated experience in the Pacific and Timor-Leste. Other attributes include:
- Demonstrated experience with ADB or WB procurement regulations / frameworks, with experience in procurement of civil works packages.
- Working knowledge of FIDIC, ADB or World Bank form of contracts
- Familiar with funders requirements in infrastructure contract
