Duties

  • Provide guidance to Bureaus, Missions, the Assistant Administrator for Management, the Senior Procurement Executive, heads of procurement activities, contracting and agreement officers, and other staff on Federal A and A guidance and regulations.
  • Review and interpret the Federal Acquisition Regulation (FAR) and the Federal Assistance Regulation (2 CFR Title 2)
  • Draft USAID’s supplemental Acquisition Regulation (AIDAR), Agency Assistance Regulation (2 CFR 700), and other Agency regulations, policies, guidelines, procedures, and instructions related to USAID contracts and assistance agreements
  • Respond to Government Accountability Office (GAO), Inspector General (IG), and other external recommendations for changes to USAID policies and procedures.
  • Develop new policies and procedures, if warranted, to correct deficiencies, reduce Agency risk, or achieve development objectives.

Qualifications

Direct Hire Authority: This position is being filled using 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.

Basic Requirements: Applicants must meet the basic requirement for this position.

To meet the basic requirement for Procurement Analyst GS-13/14 positions, applicants must have:

A – Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B – A 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C- Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D – Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Specialized Experience:GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) prepares clear acquisition and/or assistance (i.e., grants, cooperative agreements) regulations and policy guidance; AND (b) provides well-researched regulatory and policy recommendations to senior leadership.

Specialized Experience:GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) analyzes legislation and acquisition and/or assistance regulations to develop internal policies and procedures; (b) responsible for communicating with high-level working groups (both internal and external to the Agency); AND (c) issues acquisition and/or assistance policies and guidance to increase the effectiveness of the Agency’s workforce.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.

This position has a positive education requirement. Therefore, transcripts are required.
