Background

Hoffnungszeichen | Sign of Hope e.V. (SoH) has been active in Ukraine since March 2022 and provides humanitarian assistance in western regions. The SoH main office is based in Constance, Germany (HQ) and the field office is located in Uzghorod, Ukraine. SoH provides assistance to refugees in Slovakia and to conflict-affected people in Ukraine through shelter, NFI, cash assistance and psycho-social support.

About the role

The purpose of this assignment is to provide SoH and local partners in Ukraine with a high-level understanding of procurement procedures in Ukraine to improve procurement capacities and practices. On that basis, the consultant along with the local partners and SoH team prepares, analyse and evaluate tenders and other procurement documents especially for construction works and helps develop a solid structure that address the identified needs.

The Procurement Consultant also ensures timely and effective procurement procedures in line with donor regulations on the ground and supports SoH’s local partners with the project implementation in Ukraine developing their capacities onprocurement / logistics applicable in Ukraine.

Main responsibilities

  • Overseeing procurement activities and selection in line with donor and country regulations and procedures, performing quality control including transparency, competitiveness and accountability;
  • Supporting SoH’s partner NGOs in organising procurement process in line with applicable procedures;
  • Reviewing procurement documents submitted by partner NGOs;
  • Coordinate and align operational support with the programme plan and ensure the procurement tracking is in place;
  • Preparation of supporting documents required for donor’s accountability;
  • Providing capacity building to our local partner NGOs in the area of procurement and logistics;
  • Field monitoring of materials and service deliveries, including reconstruction works;
  • Proactively engage with the partners to address their operational capacity gaps.

Main requirements:

  • At least 3 years of strong experience in logistics, procurement, supply-chain;
  • Experience with public tender processes in the field of (shelter) construction works
  • Excellent knowledge of the procurement system funded by (German) donors or public funds;
  • Strong experience with developing and executing national tenders and procurement plans in Ukraine meeting due diligence criteria;
  • Experience working in NGO and leading operation, logistics and procurement procedures;
  • Good communication skills;
  • Fluency in Ukrainian/Russian language, and in English; German is an asset;
  • Flexible, patient and friendly mindset;
  • Attentive to small details and ability to meet tight deadlines, organise and plan effectively.
