Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
Under the overall supervision of the Chief of Mission for South Sudan, and the direct supervision of the Head of Operations with the technical support of Senior Regional Migration Health Specialist, the Programme Coordinator (Migration Health) will be responsible and accountable for the management, implementation, coordination, and monitoring of the Country Office’s (COs) health related portfolio.
Core Functions / Responsibilities:
- Manage the overall implementation of health-related programming combining migrant health and mental health and psychosocial support projects, including resource mobilization, budget monitoring and maintaining relevant donor visibility in line with IOM Rules and Regulations.
- Support the Head of Operations and Programme Support Unit in identifying programme development opportunities in South Sudan and prepare project proposals and concept notes, identifying new donors and thematic areas of technical intervention.
- Develop a comprehensive unit strategy emphasizing integrated multi-sectoral approach in support of the humanitarian- peacebuilding- development agenda.
- Establish clear workplans and strategy implementation roadmap for staff and ensure regular monitoring and reporting in line with project indicators for timely implementation.
- Establish and maintain effective working relationships, and coordinate and liaise with other agencies and key actors, including relevant clusters (Health, Protection), and relevant line Ministries and national partners.
- Identify and develop approaches on public health and migration health including human immunodeficiency Virus (HIV)/ Tuberculosis (TB)/malaria and population mobility, emerging and re-emerging communicable and non-communicable diseases, port health at Point of Entry, including emergency preparedness, mitigation, and response.
- Mainstream migration and health in relevant national health policies, strategies, and planning processes as well as health in relevant migration policies, strategies, and planning processes in the country through the provision of technical advice, assistance and capacity strengthening to governments and key partners on migration and health, focusing on the sustainability and synergies with development and peacebuilding programmes within the CO.
- Manage and monitor team members, with particular emphasis on capacity building within the unit but also efforts for mainstreaming of the programme activities across the units.
- Strengthen integrated mobile response, particularly as part of the emergency rapid response.
- Provide periodical technical updates of all IOM South Sudan health activities and documentation/dissemination of best practice materials in close coordination with the Chief of Mission, Regional Office and Mental Health and Psychosocial Support (MHPSS) and Health units at Headquarters.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Medicine, Nursing, Psychology, Public Health, or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience.
Experience
- Operational and field experience in migration, refugee and displaced persons’ health-related issues, programme development, including experience in evaluating health programmes and protocols;
- Experience in designing, managing and implementing health and psychosocial support programmes in emergency and post-conflict settings;
- Previous work experience with communicable and noncommunicable disease preparedness and response is a strong advantage;
- Experience in health programming for marginalized and vulnerable groups (women, youth, persons with disabilities, etc.).
Skills
- Excellent interpersonal and communication skills including relationship management, influencing skills, and networking;
- Knowledge of structures and functions of national and international health agencies, donors,and organizations;
- Flexibility, resilience and ability to deploy to deep field locations;
- Strong networking capacities for constructive relationships with all humanitarian actors;
- Strong leadership and management skills.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or local language is an advantage.
