Context:

As of May 2023, 102,074 refugees have arrived in the Republic of Moldova since the beginning of the war in Ukraine. Of the total number of refugees, 97% of whom are residing in host communities with the remaining population reside in refugee accommodation centres (RACs).

The overall unpredictability of the situation requires continuation of humanitarian assistance for the most vulnerable populations with a focus on recovery needs. Displaced families who do not have the option to stay with friends and relatives are being sheltered in various types of pre-established refugee accommodation centres.

Access to adequate housing, inclusive of access to services is a key component to social, emotional and economic well-being, in Moldova access to adequate housing is considered among the third priority needs for refugees. For the refugees that have been able to cover the rent, they rely on cash assistance, income (wage, salary, pension) and personal savings to cover the payment of their rent.

IOM has leveraged its experience in emergency response with established contacts in government and civil society to liaise with authorities, exchange information, and support the response in country as part of a multi-sectoral Shelter and Settlements, Cash, and Water, Sanitation & Hygiene (WASH) intervention.

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Programmes, the Programme Coordinator (Shelter & Settlements (S&S)) will be responsible for:

Core Functions / Responsibilities:

  1. Develop and ensure the execution of the Shelter & Settlements (S&S), strategy for IOM in the country, inclusive of emergency, and longer-term accommodation/housing and related infrastructure. In addition, as the mission portfolio on WASH and Cash-based Interventions (CBI) grows, the Programme Coordinator (Shelter & Settlements (S&S)) will support the development and execution of WASH and CBI plans (in coordination with relevant thematic specialist at country, regional and global level) as needed, and identifying specific expertise needed for the implementation of WASH and CBI.
  2. Manage the overall implementation of projects to guarantee that scope, budget, time and quality are in accordance with the different project specifications, donor requirements and IOM rules and regulations.
  3. Ensure appropriate and timely resource mobilization efforts for the successful implementation of the different projects in the programme. Proactively identify programme development opportunities, new funding sources, new thematic areas of technical intervention and strategic partnerships that would promote the expansion of the portfolio. Liaise effectively with donors at local and regional level to advocate for adequate funding to sustain the programme and prepare proposals for funding.
  4. Lead the design process and oversee compliance of technical specifications for the implementation of the required S&S, WASH, infrastructure and services to guarantee quality of the output and alignment to international and national standards and donor requirements.
  5. Ensure sound financial and budgetary aspects management of projects to guarantee alignment with internal and donor requirements. Ensure that budget lines are respected and monitor burn rates for the effective use of the funds.
  6. Manage the S&S, WASH and CBI teams. Ensure that adequate and relevant capacity-building are provided to the members of the team. Mentor, coach and manage the staff under supervision; support the performance evaluations and oversee and help to resolve team conflict.
  7. In coordination with the Resources Management Unit and Procurement and Logistics Unit, oversee all programme related procurement efforts for supplies and services, ensuring that the processes are transparent and in line with IOM and donor’s regulations. Provide the necessary resources to effectively monitor all contractual agreements with service providers and/or implementing parties.
  8. Represent IOM in the Basic Needs Working Group, Cash Working Group, inter-agency coordination meetings, as well as in other government and stakeholder meetings, and actively liaise with the Government agencies, United Nations partners, international and national Non-Governmental Organizations (NGOs), research institutions and private sector entities to ensure complementarity in the assessment, design and implementation of Shelter/Housing, Settlement level interventions, CBI and WASH programmes.
  9. Ensure that IOM programme activities are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level.
  10. Coordinate internally within IOM units/programmes the implementation of activities and ensure that inter-sectoral activities/settlement approach are planned and coordinated with the respective units/programmes.
  11. Ensure an effective and active communication with all the stakeholders. Make sure that the relevant and necessary information is transmitted downstream to all the members of the team on a timely manner. Prepare project reports, situation reports, programme updates as necessary and/or as requested by the management and ensure that all the project data and information is archived and shared appropriately.
  12. Ensure that the programme is driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tunning of systems and processes.
  13. Ensure cross-cutting issues are integrated in the programme such as Housing, Land and Property (HLP), Disaster Risk Reduction (DRR), Gender-Based Violence (GBV), Protection Against Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Civil Engineering, Architecture, or related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in project/office management in emergency environments.
  • Experience in designing and implementing Shelter and Settlements and WASH programmes required.
  • Experience in implementing CBI is an advantage.
  • Previous experience with IOM and other UN specialized agencies is an advantage.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; experience with project implementation, scheduling, and deployment of resources.
  • Experience in designing and managing multiple S&S and WASH projects of diverse nature (e.g. disaster, conflict, etc, displaced and non-displaced, settlement level interventions, in-kind and cash-based support, etc.), and coordinating with partners and government counterparts.
  • Experience in technical shelter/housing and WASH infrastructure design including development of bill of quantity (BoQs), tendering, technical specification, and construction monitoring.
  • Experience in construction management of permanent structures such as houses, schools, hospitals, water and sanitation systems in terms of workplan, as well as cost management/payment certificate, quality management/contractor supervision, working drawings/technical specifications, staffing and public safety at construction sites.
  • Experience in application of participatory approaches to facilitate active participation of communities into the project cycle and into the construction process, including needs assessments.
  • Experience in planning and implementing distributions (cash, vouchers or in-kind).

Skills

  • Proven management capability and experience, especially in the field of humanitarian assistance.
  • Familiarity with financial and business administration.
  • Excellent communication and negotiation skills.
  • Good computer literacy. Knowledge of Computer-aided design programmes as well as design programmes, such as AutoCAD and Adobe InDesign is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Romanian and/or Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
