Wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow. Department for Mine Action and Disarmament’s (DMAD) vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has 20 DMAD Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

Norwegian People’s Aid is looking for a new Programme Manager for our programme in Lebanon. You will work with a dedicated, friendly and motivated work force in a dynamic context.

Location: Tyre, Lebanon

We offer

  • Five weeks’ annual holiday plus one additional week off for expats.
  • Three international flights home per contract year.
  • Currently a non-family duty station (but this may change, depending on security situation and resource mobilisation).

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

Requirements

  • Minimum 5 years’ experience at Programme Managment level in Mine Action.
  • Relevant higher education or equivalent qualifications (result focused mine action NGO or commercial EOD work, overseas relief and development programmes or military qualifications with international deployments).
  • Experience from managing operations (project planning, implementation, follow up and reporting, writing successful project proposals, budgeting and fundraising).
  • Previous working relations or experience of liaison and networking with UN, national authorities, military forces, partner organizations and donors.
  • Ability to work in and adapt to difficult and complex cultures and conditions and to work with high level of integrity.
  • Good knowledge in computer handling and data acquisition.
  • Written and verbal proficiency in English.
  • Previous experience with NPA is an advantage.

What you will do

  • Be part of the senior management team for NPA Lebanon, taking responsibility for overall development of DMAD NPA Lebanon, and synergies with other NPA programmes.
  • Coordinate closely with all relevant stakeholders, local and national authorities.
  • Be responsible for the development, monitoring and management of the programme according to strategies, (annual) plans and budgets in accordance with overall NPA guidelines and NPA Humanitarian Disarmament strategy, country strategy, and policies, with emphasis on relevance, quality, cost efficiency and impact.
  • Responsible for resource mobilisation for the NPA Mine Action Programme in Lebanon, including donor strategies and fundraising.
  • Motivate for synergy and further cross-utilisation of resources between the NPA projects within the region and globally. The Programme Manager is to develop NPA activities where NPA contribute to increased protection from explosive weapons.
  • Put in place and maintain calibrated quality management of all aspects of the programme and its activities.
  • Be responsible for management, tasking and supervision of expatriate and locally employed staff within the Mine Action programme.
  • Responsible for the security of mine action staff and programme assets in coordination with CD and security focal point.
