Position Title: Programme Officer (Camp Coordination and Camp Management (CCCM))

Duty Station: Pemba, Mozambique

Classification: Professional Staff, Grade UG

Type of Appointment: Special short-term ungraded, six months with possibility of extension

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of Head of Emergency Response and Recovery and under the direct supervision of the Programme Manager Camp Coordination and Camp Management (CCCM) in collaboration with the Head of Sub Office in Pemba, the CCCM Cluster Coordinator and other IOM provincial representatives. The Programme Officer (CCCM) will contribute to the efficient and effective implementation of the IOM CCCM programme in Mozambique.

To achieve this, they shall assist with enforcing effective and representative camp governance structures, promoting beneficiary participation in decision making and implementing camp activities; ensuring relevant data collection and service monitoring systems are in place, sound information management incorporating feedback systems; facilitating effective communication with the site population, and assisting with overseeing the operation, care and maintenance of relevant camp infrastructure.

Core Functions / Responsibilities:

Programme Design and Implementation

  1. Provide technical inputs for the development of an IOM CCCM strategy for IDP sites, HostCommunities, Resettlement Sites and Returnee areas.
  2. Supervise IOM camp management field teams on a daily basis and ensure close follow up on implementation of activities at field/camp level.
  3. Actively follow-up on gaps and needs reported in IDP sites, ensuring consistent and structured feedback from the other Sectors and partners.
  4. Represent the IOM camp management programme in the CCCM Custer, CommunityEngagement Working Groups, technical working groups as well as other coordination mechanisms as required.
  5. Strengthen capacity of site committees whose members are representatives of the site population, with a specific technical or cross-cutting sector focus and cutting across agencies: Protection, Shelter, WASH, etc. and encourage representation of persons with special needs, including but not limited to the elderly, women, youth, persons living with disabilities.
  6. Support IOM field staff in facilitating and coordinating meetings and dialogue sessions with both community representatives, local officials and other humanitarian actors.
  7. Contribute to development of the capacity of site leaders, committee members and interest groups through training, focus group discussions, peer sessions and dialogue sessions to better self-identify gaps, needs and assistance in regard to humanitarian services.
  8. Contribute to ensuring that site management two-way feedback procedures and complaints mechanisms are in place, and forums are developed for the camp population to contribute and be listened to.
  9. Encourage community self-sustenance through care groups for persons with specific needs and promotion of Income Generation Activities in collaboration with relevant IOM units.
  10. Identify and make recommendations to ensure gaps in assistance to beneficiaries are filled, and guide field teams to avoid duplication of activities by conducting regular and systematic monitoring of service delivery in the camps, drawing the attention of stakeholders and partners to overarching needs.
  11. Support site management field teams in service monitoring across sectors in the camp to gain and share a holistic understanding of services and standards in the camp.
  12. Provide information and guidance in identification and formalization of roles and responsibilities between agencies providing services in the sites as a crucial function to addressing gaps and helping to avoid misunderstandings.
  13. Guide field teams in establishing and maintaining up to date site population databases that reflect births, deaths, arrivals, departures and other fluctuations in the population, in close coordination with the DTM unit.
  14. Oversee IOM Site, planning, development and improvement interventions. Provide leadership in coordinating partners in the setup of new IDP sites.
  15. Monitor and provide technical guidance for the installation and/or maintenance of IOM-operated structures such as drainage facilities, reception centres, safe spaces, shelters, WASH facilities and community centres.
  16. Coordinate with INGD and SDPI among other government agencies on the site management needs and solutions required at field level.
  17. Produce regular reports regarding the implementation of IOM site management activities; reporting on constraints and advising on future programs’ developments. Actively participate in reporting to the CCCM Cluster.
  18. Serve as a CCCM resource person providing training and capacity development to IOM staff, partners, government, local authorities among other stakeholders.
  19. Implement appropriate safety and security procedures related to the protection of IOM staff, its assets and operations. Ensure that all relevant security information is properly disseminated.
  20. Undertake duty travel to ensure the smooth implementation of all the tasks mentioned above in all field locations where IOM is implementing CCCM activities.
  21. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Affairs, Development Studies, Human Behavioural Sciences, Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in a Camp Coordination and Camp Management related field, particularly Emergency Response and Disaster Management; preferably in African region;
  • Possession of Camp Coordination and Camp Management Training of Trainers (ToT) certification will be highly advantageous as well as Camp Management capacity building experience;
  • Extensive field experience in Operations, programme development, implementation and Evaluation, preferably in natural disaster or post conflict situations;
  • Experience in post-conflict/emergency zones and in working in a high-risk environment ;
  • Experience in management and administrative and financial management (previous experience with IOM an advantage); and,
  • Experience in liaising with governmental authorities and local communities; international institutions Preferably within the United Nationals Common System and the International Humanitarian Field.

Languages

IOM’s official languages are English, French and Spanish.
