Mission and context

The Middle East Support Office (MESO) is the OCG office in Amman, Jordan. Its purpose is to support MSF programs in the face of the growing complexity of intervention contexts and new challenges in the Middle East and beyond.

The office is currently supporting Iraq, Lebanon, Yemen, Sudan and Iran with an openness to support other countries and missions as per needs. MESO joins other MSF structures already present in the region. Together, we aim to generate a strong dynamic in the Middle East, to better understand its challenges and problems, and gain a clearer picture of the medical and humanitarian issues that MSF needs to address.

This position will strengthen MSF OCG medical teams’ capacity, allowing for rapid deployment to missions in the event of Emergency Response, Assessments, Exploratory Missions, Gap filling in critical locations. Furthermore, the position will contribute to specific med/ops dossiers, including analysis upon requests and will assist in the induction of first missioners Project Medical Referents (PMR) via coaching and mentoring.

Tasks and Responsibilities

  • In collaboration with the Project Coordinator, the Medical Coordinator and the rest of the team, defines, implements, and monitors medical activities at the project site, in accordance with MSF project plans, standards, and protocols.
  • Coordinates, supervises, coaches, supports, and evaluates the performance of medical team members in order to improve the project’s medical components and ensure medical team compliance with MSF protocols and standards as well as MoH protocols.
  • Participates in exploratory missions, situation assessments and defining medical operational priorities, when needed. and contribute in the development of project policy, annual plan, budget review, project proposal, (and donor reports if required).
  • Ensure and maintains regular contact with MOH and other local medical actors at the project level.
  • Enable proper monitoring of the project medical activities, through medical data collection and analysis and reporting it to medical coordination.
  • Plans and supervises the associated processes (recruitment, training, induction, performance evaluation, development, and internal / external communication) of the project’s medical staff in close collaboration with the project coordinator to ensure the necessary sizing and amount of knowledge and to enhance staff capabilities.
  • Supervises the management of the MSF field pharmacy and medical equipment in close collaboration with the logistics team and the project’s biomedical service, taking program directions and protocol adjustments into account. Monitors consumption and lead the medical order preparation process, ensuring that drugs, medical materials, medical devices, and consumables are always available at the project site.
  • Ensure project staff health by implementing MSF staff health policy. Make sure, that all prophylactic and preventive measures, structure and emergency plan are in place. Actively engage in the organization of medical evacuations of project’s international staff in close collaboration with the medical coordinator.

Emergency response and Operational continuity

The priority for this role will be to provide support during emergency response, assessment and participate in exploratory missions as well as being deployed to cover operational critical gaps in the field.

Analysis, support on dossiers and organizational learning

The position provides targeted support to mission countries and cells based on their request, through contributing in analytical work, providing support on specific medical dossiers as well as lessons learnt and capitalizations.

Staff development

As per request of the missions and cells, contribute in the induction of first missioners PMRs through their coaching and mentoring at the project site.

Contribute to MESO development

  • The position is expected to contribute to reflection on MESO ways of working, including support to emergencies, new support areas to develop and other dossiers to keep the MESO office relevant to changing needs in the missions and MSF areas of intervention.
  • Liaise with MESO team members by sharing information, relevant updates, and highlighting any significant developments in mission countries’ medical/operational contexts
  • Participate to internal and external trainings, relevant to the field of MESO support
  • Deliver support-mission reports with relevant managerial and technical recommendations within a week after the end of the support mission.

Your Profile

Education

  • Essential, degree in medicine or other paramedical studies. Specialization in tropical medicine or a degree in Public Health would be an asset

Experience and Skills

  • Essential working experience as Project Medical Referents (PMR) in MSF (minimum of 2 years’ experiences with at least one emergency mission)
  • Prior PMR experience in the Middle East as a strong asset

Languages

  • Fluent in English, Arabic as a strong asset

Terms of Employment

  • Fixed-term contract, 12 months
  • Full-Time, 100%
  • Working place: Field-based position in MESO supported countries (Iraq, Lebanon, Yemen, Sudan and Iran) with possibility to be deployed in other MSF contexts with visits to the headquarters in Amman/Geneva. 80% of the time in the field
  • Practical working conditions in the field are in accordance with the MSF OCG volunteer manual.
  • Ideal start date: January 15th, 2023
  • Gross monthly salary: CHF 5’500.- based on 100%
  • Benefits: Health insurance and living expenses in the countries of intervention and at headquarters, paid according to internal regulations.
