About the job

Under the line management of the Emergency Response Manager and overall technical guidance and supervision of the Protection Coordinator, take the lead on developing and scaling up DRC Turkiye’s protection response for the earthquake-affected population.

Duties and Responsibilities

Responsibilities

Phase 1

  • Maintain up-to-date knowledge of the evolving context, protection environment and response
  • In close coordination with the Protection Coordinator, support area-based Protection Managers in recruitment of additional protection field staff, including drafting the TORs, drafting and scoring recruitment tests and interview questions, join interview panel when required
  • Support area-based PMs in onboarding and training emergency protection teams, incl. development of related materials and delivery of training; ensure provision of PFA training for protection field teams
  • In close coordination with Protection Coordinator and area-based PMs, lead on protection inputs in proposal development
  • In close coordination with Protection Coordinator, regularly review and adapt f DRC’s emergency protection response plan in line with evolving context
  • Lead area-based PMs in conducting service mapping and establishing referral pathways to available services (incl. internally in DRC)
  • In coordination with the Protection Coordinator, Protection Sector and other protection actors on the ground, lead DRC emergency team in adapting and conducting rapid and thematic protection needs assessments; prepare assessment reports and share internally and externally as instructed by DRC Turkey SMT
  • Support Protection Coordinator in identifying the most prevalent and severe protection risks to be monitored on a regular basis in respective locations; initiate protection monitoring as relevant
  • Adapt for emergency response DRC Turkey’s IPA SOPs and tools Where protection risks faced by identified individuals can be addressed or mitigated though cash or in-kind assistance
  • In coordination with the Protection Coordinator and with inputs from protection field teams, develop information materials and related SOPs for protection teams to disseminate information about available services as well as protection messages on prevalent protection risks and steps to avoid or mitigate them.
  • Ensure that all emergency protection activities are delivered in a coordinated manner and are in-line with global protection sector standards and DRC’s relevant guidelines.
  • Represent DRC in external coordination as agreed with Protection Coordinator

Phase 2

  • Assess the capacity to scale up focused, non-specialised PSS activities in line with DRC’s global PSS Guidance and Regional MHPSS Framework; lead the recruitment of additional facilitators and/or counselors and, if required, a dedicated PSS Specialised
  • Based on the analysis of available services, assess the appropriateness of re-establishing protection case management; adapt CM SOPs and tools.
  • Work closely with DRC EcRec team to establish effective referrals between protection and MPCA activities; train EcRec teams in safe identification and referral of potential protection cases, and ensure Protection teams are trained in MPCA eligibility criteria
  • In close coordination with Protection Coordinator, support field protection teams to deliver legal aid to assist with the recovery of lost identity and legal documentation
  • Explore possible entry points for community-based protection to reduce and mitigate the risks of inter-group tensions, marginalisation and violence.
  • In line with DRC’s Advocacy Plan for the Earthquake Response, protection programming will provide relevant information and contribute to advocacy efforts related to identified barriers to affected persons’ equitable access to aid, rights and entitlements as well as protection access.
  • Support Protection Coordinator in adapting the emergency protection response for the transition phase following DRC Turkey Earthquake Response Framework.

Other

  • Perform other relevant tasks as requested by and in discussion with the Protection Coordinator and Emergency Response Manager.

About you

To be successful in this role we expect you to have

Experience and technical competencies:

  • Minimum 3 years of experience in humanitarian protection programming with large international organisations, preferably in refugee context; earthquake response experience a strong advantage;
  • Demonstrated successful experience setting up or scaling up a protection response in a large-scale first-phase emergency;
  • Strong knowledge of global protection sector standards in DRC’s core specialisations (protection monitoring, GBV prevention and response, child protection, protection case management, community-based protection, legal aid, psychosocial support);
  • Experience designing and delivering training to protection field teams in DRC’s core protection specialisations;
  • Experience designing and implementing Rapid Protection Needs Assessments and Protection Monitoring, including analysis and reporting to inform DRC’s programming and an overall sector response;
  • Experience engaging with protection sector coordination mechanisms; experience as a co-lead would be a strong advantage;
  • Sound understanding of humanitarian architecture;
  • Excellent interpersonal and communication skills;
  • Cultural sensitivity and adaptability; experience providing technical guidance and training to teams with diverse backgrounds;
  • Able to manage high workload, stress and be flexible;
  • Strong commitment to humanitarian and protection principles, and to DRC’s values;
  • Experience in the Middle East Context highly desirable.

Education:

  • Bachelor degree in a relevant subject, such as human rights law, refugee law, humanitarian affairs, migration, international relations and/or international development.

Languages:

  • Full professional proficiency in English

Duty station: Türkiye, Adana (with frequent travel to field)
