NRC Central West Africa(CWA) is seeking for Regional Risk Management & Compliance Adviser, to enable assistance and protection to people in need in the region.

The NRC Central and West Africa region (CWA) includes country offices in Burkina Faso, Niger, Cameroon, the Central African Republic (CAR), the Democratic Republic of the Congo (DRC), Mali, and Nigeria. All countries are experiencing continued insecurity and violence, significant humanitarian needs and displacement numbers due to conflict, as well as high levels of protection risks. Many of the crisis do not receive the needed international attention and financing.

Located in Dakar, Senegal, the Central and West Africa Regional Office (CWARO) oversees the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.

This function is responsible for i) enabling NRC to manage risks by supporting organisational efforts to identify, assess, prepare for and respond to risks; ii) fostering a risk management culture by institutionalising processes and systems that embed risk management into operations and build capacity and awareness on risk throughout NRC; and iii) improving organisational effectiveness by streamlining compliance practices and enabling better prioritisation of support resources to highest-risk issues.

You will be responsible for:

The purpose of this position is to work with the Regional Head of Risk Management and Compliance to continue the work of the newly established Unit. This includes regularly engaging with Country Management Groups on emerging high-risk topics and the function leaders in the Regional Office; developing, rolling out, refining, and analysis of new/existing tools and data for risk-based decision-making; frequent capacity building for field and regional staff on high-risk areas. This position will have a strong inter-departmental focus, working with Programmes, Security, HR, Logistic, IT, and Finance on cross-cutting topics..

Key Responsibilities:

  • Contribute to the development of adequate risk management, compliance, and quality control mechanisms of NRC operations – across both programmatic and support functions;
  • Provide advice and support on the management of various high-risk issues, as requested by the Country Offices and Regional Director, including by supporting other departments/functions on reviewing and developing policies and procedures deemed ‘high-risk’;
  • Monitor, analyse, and produce recommendations in areas of high-risk and support for development of prevention mechanisms, risk-based decision-making and their follow-up;
  • Based on NRC’s internal handbooks, policies, and procedures, as well as donor and legal obligations, develop tools and methods for independent, systematised risk identification and mitigation and compliance checks on high-risk issues;
  • Implement compliance checks for high-risk and cross-cutting issues in countries within the Central and West Africa Region, providing regular reports to the Country Management Group (CMG) and the Regional Management Group (RMG) through the Regional Head of Compliance and Risk Management;
  • Contribute to the contextualisation of new policies and procedures as well as the embedding of internal control mechanisms through coordination with various Head Office Departments;
  • Support the Unit on implementing prevention mechanisms in response to trends within Investigations (responsibility also held by the Head of Unit);
  • Serve as a focal point for a number of cross cutting topics with COs, including risk identification, mitigation, and management, counter-terrorism, sanctions, aid diversion, data protection, large tenders, and anti-corruption, supporting the COs to develop, implement, and adhere to policies and procedures;
  • Develop and implement communications and training modules the implementation of new procedures including but not limited to risk management, ethics, anti-corruption, compliance, etc.
  • Coordinate external and regional audits initiated by institutional donors.

What you will bring:

  • Minimum of 5 years of humanitarian management experience, including an oversight, analysis, and control role
  • Cross-cutting Programmatic and Support (Logistics, Finance, HR, Audit, etc.) experience preferred
  • Relevant experience in the design and implementation of risk and compliance management programs or solid knowledge of multiple departments (programmes, logistics, finance, etc.)
  • Experience in multiple missions/contexts preferred
  • Professional knowledge of compliance and risk management
  • Fluency in English, both written and verbal; Professional proficiency in French is required
  • Solid understanding of humanitarian operations
  • Knowledge of organisational culture, cultural change and change management
  • Knowledge in any of the above-mentioned topics (legal, COTER, sanctions, donor compliance, risk management, etc.

We offer:

  • Commencement: April 1st 2023
  • Contract period: 2 years
  • Duty Station: Dakar, Senegal. This is an accompanied duty station.
  • Travel: Up to 40% within the region
  • Salary/benefits: Grade 9 according to NRC’s general direction
