Background And Purpose Of The Assignment

WFP Ethiopia is one of the largest and complex operations for WFP globally. Under its five-year Country Strategic Plan (2020-2025) WFP Ethiopia continues to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, while implementing a gradual expansion and intensification of resilience and livelihood diversification initiatives at the humanitarian–development–peace nexus.

Under the supervision of the Head of Partnerships & OIM, the purpose of this consultancy is to lead on the development of Operational Information Management (OIM) and Reporting products and activities contributing to the establishment and presentation of a standard common operating

picture of WFP’s programme portfolio in Ethiopia.

Accountabilities/Responsibilities

  • Contribute to the development of systems and tools that contribute to effective OIM and performance reporting and inter-agency information management in line with WFP and UN policies and practices.
  • Support staff in assigned area to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardisation of information management and performance reporting across WFP.
  • Using information provided by various units and sub-offices, oversee drafting of fortnightly internal situation reports to the point they’re ready for distribution internally. This includes clearance by CO management.
  • Support the collation and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
  • Support the preparation of Annual Country Reports (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
  • Collaborate with counterparts internally to ensure consistency in humanitarian information and to complement WFP analysis and information.
  • Gather operational information from across WFP’s portfolio to present in engaging, visually stimulating and comprehensible manner to WFP’s key audiences.
  • Oversee the production of quarterly programme factsheets, working with activity managers to update and present information in a visually appealing manner, in addition to other ad-hoc reports.
  • Support the enhancement of the capacity of OIM staff and partners to effectively manage operational information and performance reporting, for example through scheduling the delivery of the OIM & PR training on core competencies.
  • Oversee and manage donor reporting portfolios and working with cross-functional units to draft reports on WFP operations as per donor specifications and requirements.
  • Provide feedback on activities associated with Corporate Performance Reporting Improvements.
  • Support the initiatives for developing improved, streamlined, and harmonized OIM & PR including drafting of OIM & PR related normative guidance, as required.
  • Support the assurance of defined quality standards in all processes and products.
  • Other as required.

Qualifications & Experience Required

Education: University degree in International Development, Monitoring & Evaluation, Information Management, Communications or other relevant fields.

Experience: At least 6 years of progressively responsible work experience in the related business stream including experience in reporting, information management, infographics and communication.

Languages: Fluency (level C) in English language.

Knowledge & Skills

  • Knowledge of graphic design interfaces. Exposure to basic data management and analysis.

Effective Communication Skills

  • With both internal and external stakeholders. Demonstrated organization skills.
