RFP 2420447 – FCPA Evaluaiton

World Vision International (WVI) is a Global Development Organization with a presence in over 100 countries.

World Vision International seeks to engage a consultant(s) to conduct a process evaluation of its Fragile Contexts Programming Approach (FCPA) across three types FCPA projects implemented from 2019 – 2022)

The specific objectives of this evaluation are:

1. To assess effectiveness of achieving planned results within various fragile contexts

2. To analyse the relevance of the program to the changing needs and priorities of beneficiaries across the different countries, and the agility to the continuous and dynamic change of context.

3. To analyse how a human rights approach and gender-based principles have been included in the programme including participation, inclusion, equality, and non-discrimination.

4. To identify lessons learned, good practices, in addition to models and innovations that have worked well

5. To generate actionable recommendations for improving the interventions and replicating and/or scaling effective models.

The final report must be submitted by 13 March to compile with donor requirements.

– Phase I – inception phase to be completed in 15 working days

– Phase II – documentary review and beneficiary interviews completed by 10 working days

– Phase III – learning brief; draft final report in 15 working days

Selection Process
The consultant will be selected according to the following criteria:

· Qualification Summary (40%)

· Evaluation Summary (40%)

· Financial Proposal (20%)
