Risk Management and Financing Lead, Caribbean

ACDI/VOCA is seeking a Climate Risk Management and Financing Lead for an anticipated economic development program in the Eastern and Southern Caribbean funded by USAID.

The Risk Management and Financing Lead will work closely with project staff, government, civil society, private sector counterparts to successfully implement activities to reduce systemic constraints to disaster finance. The program is anticipated to start in 2023 and this position will be based in Barbados or other countries within the geographic focus.

Responsibilities

  • Lead the strategic vision and implementation of project activities geared towards assisting regional and national public and private agencies, to adopt and sustain viable risk management strategies and tools, including risk mitigation and risk transfer
  • Where needed, support the development of new climate risk management approaches and tools, ranging from sovereign risks to risks at the level of individual households or business and community
  • Provide input to and oversight of preparation, appraisal and supervision of risk management interventions
  • Providing advisory services to regional and national public and private stakeholders in disaster management policy issues and climate risk reduction initiatives
  • Assist in supervising financial products, managing risks and results throughout the Activity horizon
  • Lead a small team of local staff dedicated to the implementation of this component, as well as a pool of international experts to be deployed on a need basis
  • Assist in the development of tools/protocols to determine risk appetite and tolerance for an organization, function, or project
  • Engage in collaborative working partnerships with market actors and other government and donor initiatives to identify and promote best practices in disaster risk management, build technical capacity to international practice level and ensure alignment with national and regional risk management objectives
  • Increase awareness and utilization of innovative risk reduction and management tools that are appropriate for the context of the region in which the project will be implemented
  • Lead the drafting of all reports, programmatic documents and other required documents for this component

Qualifications

  • Bachelor’s degree in accounting, business, finance, environmental management, or another related field or equivalent combination of education and experience.
  • Minimum 8 years of relevant experience preferably in one or more of the following fields – climate finance, disaster and catastrophe risk insurance, disaster risk management, preferably with an international organization or project.
  • At least 3 years of management experience.
  • Experience working in Eastern and Southern Caribbean preferred.
  • Fluency in written and spoken English is required.
