Position Summary:

The role of a Senior Program Associate (SPA) is to provide administrative and coordinating support to 1-2 projects within the economic growth technical division. The Senior Program Associate (SPA) performs a variety of responsibilities, specialized assignments with a project implementation focus. The Senior Program Associate serves as a member of the HQ-based team, traveling internationally for field projects and reconnaissance activities and contributing to the successful and compliant implementation of assigned projects. The Senior Program Associate serves as a primary financial, contractual, and program backstop for project field teams. This position works with Project Managers, Senior Project Managers and Project Directors to solve potential problems and ensure effective program implementation and program delivery.

As needed, the Senior Associate will serve as Acting Manager when the Project Manager is out of the office or traveling. The Senior Associate will also provide business development (BD) support at an expected 20% LOE; BD support may include writing corporate capabilities or management sections; serving as pricing support; participating in capture efforts in a core role including participation on capture trips; or other support functions. The Senior Associate will travel to the field to provide administrative or operational support and to support BD capture efforts. The senior associate will also support project start up and close out activities as needed.

In addition to the core job duties, the Senior Associate will be given opportunities to explore different career paths at Creative. Opportunities will be based upon available LOE/support needed within the company.

Reporting & Supervision:

The Senior Program Associate will report to a (Senior) Project Managers or Senior Project Managers and may have a dotted line to a Project Director.

Responsibilities

  • Core job duties include processing project documentation and payments,
  • Supports grant activity management, as needed, by monitoring and facilitating payments for HQ-managed grants and subcontracts to international partners;
  • Reviews and coordinates the processing of project-related documentation including invoices, ensuring program files and transactions are compliant, properly documented, and organized;
  • Prepares, tracks and realigns project budgets and subcontractor budgets, as directed, and prepares quarterly financial reviews and projections;
  • Manages project budget trackers and preparation of accrual reports,
  • Develops and submits contractual requests to the Contracting Officer for all travel approvals,
  • Contributes to weekly and monthly reports, project success stories, and other deliverables as required;
  • Manages project information and files with a leadership role in Knowledge Management plans for projects, familiarity with SharePoint preferred.
  • Develops and maintains strong working relationships with partners and subcontractors and participates in bi-weekly or monthly check-ins;
  • Works closely with support divisions in HQ including HR, Contracts, Procurement, Field Operations, Communications, and Finance, to support complex project needs as they arise; builds detailed knowledge of all administrative, financial systems, and operating procedures;
  • Drafts and reviews project documents (i.e., deliverables) to ensure compliance with Creative and client policies and requirements.

Qualifications– Bachelor’s and 2 years of relevant administrative or professional work experience (including internships), including basic knowledge of financial management principles and overall project backstopping experience.

  • Ability to work collaborative with colleagues and teams from diverse backgrounds
  • Willingness to travel up to 8 weeks per year
  • Familiarity with MS Office suite, including ability to navigate and use Excel

Desired Skills and Qualifications

  • Foreign Language a plus
  • PMP or similar certification a plus

The Salary Range for this position is expected to be: $61,300-$68,000
