Context:
Under the overall supervision of the Regional Crisis Coordinator and direct supervision of the Head of Programme for Gaza Response, the Senior Project Manager has the overall responsibility to lead the development, management and implementation of a United States Government (USG)-funded project liaising with relevant thematic officers and the donors’ points of contact. The Senior Project Manager will closely monitor and assess the activities under their respective project ensuring timely and professional implementation, capturing and reporting of agreed activities in line with IOM and donor requirements, providing relevant advice and guidance to programme teams on specific donor compliance requirements.
Core Functions / Responsibilities:
- Initiate, plan and manage the overall implementation of the project, including exercising financial, logistical, administrative and technical management responsibility in accordance with IOM’s and donor’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.
- Develop the work plan and monitor project implementation; assess progress, challenges and issues such as deviations and bottlenecks and ensure corrective action is taken.
- Promote and ensure the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into programme implementation.
- Ensure the development of monitoring, evaluation, and reporting tools. Ensure the reflection and integration of new modalities, policies and practices, and methods for evaluation into the project formulation process to improve effectiveness and appropriateness, and the planning and delivery of processes. Oversee information management activities and requirements, including developing and preparing awareness raising and visibility materials, press releases, website updates and other relevant information-sharing materials.
- Identify project possibilities and areas for project development in relation to needs, known capabilities and resources available. Assess the relative feasibility and impact of proposed projects. Formulate project proposals and submissions to donors for the funding of projects, negotiate with donor representatives, and play an active role in resources mobilization.
- Develop and adjustmethodologies, contingency plans, approaches and standard operations procedures to respond to emerging challenges in the county through a consultative process with other relevant parties in the office.
- Ensure all reporting requirements are met in a timely manner and in compliance with donor and IOM requirements, including the elaboration and dissemination of reports for donors, government and other key and strategic stakeholders.
- Establish, strengthen and maintain liaison and partnerships with government entities, implementing partners, United Nation agencies, civil society, donors and other stakeholders.
- Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.
- Represent IOM in relevant conferences, working groups, workshops, steering committees, working groups, and other events and forums, including to promote IOM’s image, activities and objectives in the country/region.
- Direct, manage and train project staff, and assess and improve performance.
- Participate in and/or lead field missions and duty travel to advise and guide project staff, donors, authorities and other project partners to achieve project objectives.
- Perform such other related duties as assigned.
Required Qualifications and Experience:
Education
- Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Extensive experience in USG-funded Programme Management, implementation and evaluation.
- Demonstrated supervisory experience in staff management.
- Previous work experience in a rapid transition or post-conflict area.
- Demonstrated experience in liaising with governmental and authorities, international agencies (i.e., UN), and civil society organizations.
- Experience in project development, implementation, and reporting, including financial and budgetary aspects.
Skills
- Familiarity with inter-agency programme regulations of the UN and other donors;Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions, as well as civil society actors.
- Knowledge and Previous management of projects in OPT is a huge asset.
- In depth knowledge of the broad range of humanitarian related subject areas dealt with by the Organization.
- Sound judgment, ability to analyze information and make decisions rapidly to resolve operational problems.
- Efficiency, flexibility, high level of professionalism and ability to adhere to strict deadlines.
- Strong leadership, management, and coordination ability.
- Sound communication and interpersonal skills.
- Ability to work effectively and harmoniously with colleagues from varied cultures and backgrounds.
- Familiarity with financial systems, knowledge of the project management cycle and administrative and financial management skills.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic of another official UN language (Chinese, French, Russian, Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
