Duration:75 working days over the course of two months and a half

Background

Plan International Jordan was established in 2016 and has programmes in Azraq refugee camp and host communities.

Purpose of the assignment:

Plan International Jordan is contracted by Novo Nordisk Foundation to implement a 5-year youth empowerment program called “Najahna” (2022-2026). The action will aim to complement JRP’s top priority, which is to strengthen systems to protect the dignity and welfare of Syrian refugees and vulnerable Jordanians impacted by the Syrian crisis. By doing this, the project will support Jordan’s enduring commitment to continue to build an integrated multi-year framework to respond to the Syrian crisis in a transparent, collaborative, and sustainable manner in line with the Global Compact on Refugees framework.

Plan International Jordan is looking for a Social and Behaviour Change SBC consultant under the Najahna program.

Najahna program,:

Under the Najahna program, we aim to specifically on increase the awareness and support for young Syrian refugees and other conflict-affected youth, especially adolescent girls and young women, acquiring secondary education, employable skills and those entering the job market while creating and sustaining a safe environment that allows them to thrive. Therefore, the primary goal of this consultancy is to recruit a Social and Behaviour Change (SBC) consultant to provide technical support for Najahna project team in terms of designing and implementing a social and behaviour change campaign.

The primary goal of this consultancy is to recruit a Social and Behaviour Change Communication (SBCC) consultant to provide technical support to the Najahna project team in terms of designing and implementing SBCC strategy and campaign.

These Terms of Reference (TOR) provide a concise overview of the consultant’s responsibilities. The consultant will work under the direct supervision of Najahna’s Senior Project Manager and with Plan International’s technical team. The consultant is expected to undertake the following tasks:

  1. Develop SBCC strategy aimed to engage target audiences at the individual, community, household, and institutional levels to promote the adoption of equitable norms and practices. the strategy will identify cultural and social barriers that impede the progress of youth, particularly women, in the labor market. This will also involve exploring media habits and exposures to sources of information and the media exposures based on existing research, analysis, and studies the available information is inadequate, the consultant may conduct key informant interviews or focus group discussions with the target audience and relevant Najahna project actors.
  2. Support in conceptualizing the national SBCC campaign that will address the identified norms including campaign’s creative brief, guiding the creative design team or agency in crafting the creative materials to effectively convey the key message. The creative brief should encompass at least:
  • Goal and target audience segmentation
  • Barriers, facilitators, and communication objectives
  • Desired change
  • Call to action
  • Key thematic message, conserving governorate-specific messages
  • Manner and mood/tone of creative material(s) and tools
  • Identified proper communication channels/means/tools. considering governorate-specific preferences.
  1. Draft a TOR and the request for proposal to select a media firm that will support the rollout of the campaign including the scope of work. This should include developing the campaign creative concept, design layout, writing the scripts, developing storyboards, designing materials to creatively convey the key message, pretesting messages/materials, preparing and implementing a comprehensive media plan, developing the social media calendar, and proposing monitoring and evaluation approaches for the campaign.
  2. Work closely with the selected media firm (in coordination with Najahna team) to oversee the design and implementation of the campaign including testing and revising.
  3. Review the content, design and creative work produced by the selected media firm and provide feedback on the media firm’s performance to Najahna team and ensure the content is sensitized and contextualized.
  4. Develop the pretesting materials including the moderator guide and questions and lead the pretesting of the campaign materials.
  5. Review and comment on all relevant plans including media plan, social media calendar, budget plan etc.
  6. Support the M&E team in identifying relevant indicators to this campaign and assist in setting the targets.
  7. Attend key meetings with Plan international – Najahna team, media agency, partners etc.

ACCOUNTABILITIEs

Under direct supervision of Najahna Senior PM, and with support from Plan communication technical teams, the consultant will assume the following tasks:

  • Develop a SBC campaign plan that includes: Objectives, Messages, Target Audience Segmentation, Channels and Tools most effective for the target audience, Monitoring and Evaluation plan / approaches, Dissemination and broadcast plan (mass media, outreach interventions, and social media), Estimated production budget and timeline for all proposed campaign materials.
  • Develop Creative brief for the campaign which includes: Background information on cultural and societal barriers that hinder the participation of youth, especially women in the labour market.
  • Selecting creative agency, A clear SOW that details the role of the agency in implementing, monitoring, and evaluating the campaign
  • Develop campaign design through working closely with the selected media firm (in coordination with Najahna team) to oversee the design and implementation of the campaign
  • Campaign evaluation: Support the M&E team in identifying relevant indicators to this campaign and assist in setting the targets.

Technical expertise, skills and knowledge

  • Master’s degree in social and Behaviour Science, Public Relations, Communication, Journalism, or a related field.
  • At least 5 years of work experience in designing, implementing, and evaluating social and behaviour change campaigns and interventions in Jordan.
  • Experience in developing behavioural change communication tools and materials.
  • A strong grasp of the cultural and societal dynamics of the target population and a sensitivity to gender-specific issues, particularly those affecting youth, especially women.
  • Solid skills in data analysis, synthesis, reporting and presentation
  • Excellent command of English.

ethical and child protection considerations

The consultant is required to provide a statement on the respect and protection of child rights, human rights and dignity of participants compliant with Plan’s Child Protection Policy and Gender Equality & Inclusion Policy. The consultant shall read and sign Plan’s code of conduct as fully understood and in agreement to in all respects and shall follow this in all and every aspect during the term of this employment. The consultant must follow Ethical Principles in a research and obtain written/verbal consent from the targeted populations.

Level of contact with children

Mild to Moderate contact with children.

Proposal requirements

The consultant will submit both a technical and a financial proposal (of not more than 10 pages) that include the following:

Technical proposal:

  • Demonstration of the consultants’ understanding of the terms of reference. This will be included as an interpretation of the consultants understanding of the requirements of this assignment rather than a summary or re-statement of the terms of reference.
  • A clear and detailed work plan with dates and deliverables specified.

Financial proposal:

  • An itemized and detailed budget, indicating the unit costs for consultancy fees as well as, separately, administrative and support costs such as travel, accommodation, and office support such as stationary. Please note that Plan will not provide transport, meals and accommodation to the consultant or research assistants during the consultancy period.
  • All costs must be expressed in Jordanian Dinar.

References:

  • Names, addresses and telephone numbers of representatives of two organizations that will act as professional referees; these must be persons of managerial responsibility at the level where such reviews as these can be authorized.

The technical proposal should attach the following:

  • profile of the consultant (max 1page) explaining why they are the most suitable for the work, relevant experience(max 1 page), detailed methodology and conceptual framework with expected
    deliverables and timelines, days required (3-5 pages) and updated CV’s.

  • The financial proposal shall specify a total lump sum amount. Payments will be made in instalments based upon key outputs, i.e. upon delivery of the services specified in the ToR.

  • Only short-listed candidates will be contacted. The interview process for shortlisted
    candidates will take place in December 2023.

  • Evaluation: The weighted scores will be 65% for the technical proposal and 30% for
    the financial offer and 5% for gender responsive procurement.
