Background And Purpose Of The Assignment

This position is based in Cairo, Egypt and reports directly to the Regional Director of the Regional Bureau in Cairo.

The position will provide direct and substantive support to WFP’s Regional Director RBC, across a broad range of activities. The role will facilitate smooth operations for the Regional Director’s daily work, strategic projects, and travel, overseeing multiple functions of the management front office. The role will also provide coordination support to the donor relations and reporting team, as well as liaison for programme units as needed.

Specifically, The Following

  • Provide a strategic and advisory function to the Regional Director, specifically focused on the coordination of inputs and management of the front office, as well as addressing operational matters
  • Operational coordination and management of high-level activities
  • Collaboration with HQ, COs and other RBs
  • Maintain and strengthen relationships with UN counterparts
  • Support urgent operational needs in a corporate attention emergency for emergency scale up (Palestine) and corporate attention (Lebanon, Syria, Ukraine, Yemen).
  • High degree of independency requested

Accountabilities/Responsibilities

  • Coordinate and oversee the planning of activities for the Regional Director as required and assist in the daily operations to reach operational objectives.
  • Respond to, review, or draft as appropriate, management reports and correspondence documents and bring matters that need decisions to their attention.
  • Ensure internal communication to staff from the Regional Director is disseminated thoroughly and consistently in coordination with other colleagues as necessary, using socio- political insights to support WFP’s effective positioning.
  • Support senior-level stakeholder management for the Regional Director for both external stakeholders (governments, UN, other partners) and internal stakeholders (Country Directors, HQ functional directors, RBC Deputy Regional Directors and Heads of Units) by preparing high quality strategic background documents, talking points, and briefs for the Regional Director to ensure RD has all the information required for all meetings and engagements.
  • Make decisions and strategize on key action items to be brought up to the Regional Director based on a strong understanding and awareness of the dynamic organizational context.
  • Attend interagency, governmental and internal meetings with the Regional Director as required, ensuring accurate notetaking and coordinate follow up actions as required.
  • Ensure that requests, feedback and concerns from staff in matters related to the Regional Director are dealt with in a professional, confidential and appropriate manner.
  • Provide capacity building, support and guidance to Regional Director’s front office staff as required to ensure appropriate development and enable high performance.
  • Actively liaise with relevant stakeholders in the RB, COs and HQ on issues, priorities and decisions that requires Regional Director direct attention.
  • Help facilitating strong relationships with counterparts in other UN and (I)NGO agencies, to ensure smooth and strong relations, strategic information sharing, and coordination of meetings and joint missions if necessary on behalf of the Regional Director
  • Organize travel with RD and accompany her, when necessary. Coordinate the follow up actions from the missions. Support Executive Director missions in the region.
  • Ensure that confidentiality on all subject matters is maintained as required.
  • Perform other related duties and assignments as and when required by the Regional Director

Qualifications & Experience Required

Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience: Minimum of (5) years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development. Experience in a similar Special Assistant role in a similar international context, with direct exposure to the most senior layers in the organization is preferred.

Knowledge & Skills

  • Demonstrated seasoned understanding of the Middle East socio-political context.
  • Strong strategic and analytical skills with the ability to analyse and interpret information and develop talking points and key messages.
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
  • Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
  • Strong Project Coordination skills and ability to work in a fast-paced environment and under pressure with tight deadlines.
  • Capacity to build and maintain relationships and negotiate to achieve objectives

Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic (highly desirable), Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
