Overview: IBTCI is currently recruiting for short-term consultant(s) to provide proposal writing and technical/departmental expert review services for anticipated US Department of State (DoS) proposals focused on broad MEL services in support of U.S. funded security sector assistance activities. The Proposal Writer will draft and review sections of the proposal, offering demonstrated expertise in DOS MEL policies, frameworks, and implementation tools and methodologies, including familiarity with the Evidence Act, Measuring for Results framework, and so forth. The Proposal Writer will also review IBTCI’s staffing approach and help determine the most important qualifications of project management teams.

Responsibilities

Scope of Work:

  • Work with IBTCI staff to formulate content for technical and/or non-technical sections.
  • Facilitate and/or participate in whiteboarding meetings to develop proposal win themes, strategic approaches and messaging, and strengths.
  • Conduct comprehensive background research on operating context, client needs, and emergent trends in the security sector in conjunction with IBTCI program staff and technical and subject matter experts.
  • Provide technical insight and input across all elements that inform the technical approach, including appropriate levels of effort and staffing structure(s), work-planning, execution of activities, partnering, and overall responsiveness to the proposal statement of work.
  • Ensure compliance with RFP requirements and coverage of all activity areas as described in the scope of work.
  • Work with IBTCI staff to ensure clarity and consistency of style and format across proposal drafts and sections.
  • Guide the drafting and creation of proposal graphics that convey complex ideas clearly and concisely.
  • Incorporate all revisions of the technical draft(s) after review sessions.
  • Attend meetings, review sessions, and otherwise coordinate with IBTCI staff as required.
  • Maintain up-to-date knowledge on client priorities, programming, and initiatives in sectors relevant to IBTCI such as crisis and peacebuilding, democracy and governance, and rule of law as they relate to the security sector.
  • Other duties as assigned.

Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Qualifications

Minimum Requirements:

  • Demonstrated understanding of the management, operations, administration, and oversight of the U.S. Department of State as demonstrated through at least seven years of work experience with the U.S. Department of State or in writing successful, multi-million-dollar proposals in response to U.S. Department of State solicitations.
  • Minimum of seven years of experience writing complete and technically sophisticated successful donor-funded proposals required, preferably for U.S. Department of State. Experience writing with other donors, such as the World Bank, U.S. Agency for International Development or Department of Defense, will be seriously considered.
  • Excellent analytical writing and editing skills and the ability to convey complex concepts succinctly and clearly.
  • Proven ability to manage several tasks and deadlines concurrently in a fast-paced environment.
  • Oral and written fluency in English required.

Education: Bachelor’s Degree in Social or Behavioral Science, Economics, International Development, or related fields – Master’s Preferred

Preferred Knowledge, Skills and Abilities:

  • Extensive experience with the U.S. Department of State, either in a professional capacity or in writing numerous successful proposals in response to solicitations from the U.S. Department of State.
  • Extensive experience and understanding of the role of the U.S. Department of State with regards to security assistance and cooperation, knowledge of different bureaus and offices, management structures, and operational approaches.
  • Familiarity with and understanding of U.S. Department of State approaches to, tools, frameworks and policies pertaining to MEL.
  • Understanding of U.S. Department of State cleared personnel and/or systems guidance and its functions in program implementation and management.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: No travel is required for this position.
