Duties

  • Serves at senior levels as the Agency expert and coordinator in providing intellectual leadership on complex and wide-ranging humanitarian issues, including coordination and evaluation of U.S. Interagency Engagement, Strategy and Program issues.
  • As the primary liaison on humanitarian assistance issues with the USG interagency legislative engagement teams, the role directs and coordinates complex initiatives and assessments within the international humanitarian system.
  • Plans, organizes, and carries out Bureau and Office level initiatives to implement significant agency humanitarian assistance (HA) initiatives of international scope and impact in the division’s relevant fields.
  • Serves as a key member of the leadership team, responsible for overseeing a division and managing employees across multiple hiring mechanisms.
  • Serves as a leader on the organization’s response teams to international disasters. Directs operations, coordination, and technical programs for delivering humanitarian assistance.

  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
  • You may be required to serve a one year Supervisory probationary period.

Qualifications

Specialized Experience:

GS-15 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) Developing strategic planning and executing major international humanitarian assistance programs or policies. (b) Identifying key policy issues and priorities in international assistance, preferably related to a humanitarian context, analyzing alternative strategies, and recommending solutions to executive leadership.(c) Serving as a lead representative on behalf of the US Government, a donor agency, or an international civilian-based organization with respect to a rapidly evolving international humanitarian crisis.(d) Leading teams to inform and influence policy on complex crises, preferably on international humanitarian issues.

Selective Placement Factor

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to – and essential for – satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration.

Selective Placement Factor: Extensive experience representing and influencing programs or policy related to international civilian-led humanitarian or development assistance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
