Overview:

IBTCI seeks a Team Leader for the potential award of a 4-year Long-Term Agreement (LTA) to provide Third-Party Monitoring and Assessment services to the United Nations’ (UN) Food and Agriculture Organization in Iraq. The Team Leader will be responsible for the day-to-day management of the TPM team, which will include the Team Lead, the Deputy Team Lead, 2 Reporters, 2 Administrators, 2 GIS/Data Management & Visualization Specialists, 5 Field Data Collection Supervisors, 2 Civil Construction Engineers, 2 Livestock Production Specialists, 2 Crop Production Specialists, and 20 Enumerators.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Lead and manage team to design TPMs, impact evaluations, and guide data analysis and dissemination as required, including developing key questions and data collection instruments, ensuring technical rigor of the methodology, and overseeing the development of an analysis plan prior to the start of data collection;
  • Provide strategic direction and leadership to the TPM and impact evaluation analysis team, ensuring the successful implementation of the monitoring and assessment tasks within the agreed-upon scope and timeline;
  • Oversee key personnel in facilitating overall data collection procedures, including in-person household surveys, Computer Assisted Telephone Interviewing (CATI) household surveys, in-person and CATI key informant interviews, and focus group discussions;
  • Communicate with FAO Iraq verbally and via written communication, ensuring timely correspondence between all members of the TPM team and relevant stakeholders;
  • Lead in the production, completion, and submission of all final reports as outlined in the SOW;
  • Ensure the timely completion of all other activities and submission of deliverables throughout the lifecycle of the project;
  • Lead and engage in Learning and Capacity Building activities over the course of the project, including the preparation and execution of all knowledge-sharing events, face-to-face training sessions, and online training sessions;
  • Oversee information management and visualization project development over the course of the project;
  • Provide technical guidance and support to the TPM and impact evaluation team members, fostering their professional development and strengthening their monitoring and and evaluation skills;
  • Promote a culture of learning and knowledge sharing within the team and across relevant stakeholders;
  • Liaise with FAO Iraq, local stakeholders, subcontractors and IBTCI Home Office personnel;
  • Demonstrated ability and willingness to occasionally travel throughout Iraq as necessary;
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • Minimum 10 years of experience in conducting baseline surveys, evaluations, or impact assessments;
  • Fluency in English language;
  • Excellent organizational, time management and interpersonal skills;
  • Proven ability to lead and mentor staff members over the lifecycle of a project;
  • Proven ability to provide timely correspondence and deliverables to project stakeholders.

Education: Master’s degree or above in either Agricultural Economics, Development Studies, or Social Sciences

Preferred Knowledge, Skills and Abilities:

  • Arabic Language
  • Experience managing large teams, preferably in international development Monitoring and Evaluation projects;
  • Experience in providing Third-Party Monitoring (TPM) services to international donor agencies like the United Nations.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Travel is essential and may include travel to fragile and conflict-affected areas throughout Iraq. An average of 25%-35% travel for project implementation and/or project management duties. Percentages may vary depending on IBTCI business needs.
