About Asian Disaster Preparedness Center:

Asian Disaster Preparedness Center (ADPC) is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: Preparedness for Response and Recovery, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Geospatial Information, and ADPC Academy. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change and regional cooperation. ADPC, through its programs, support the implementation of national, regional and global frameworks including Sustainable Development Goals (SDGs), Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR), the Paris Agreement for Climate Change, the New Urban Agenda, the recommendations and priorities of World Humanitarian Summit (WHS), etc.

Purpose and Objectives:

In partnership with Bill & Melinda Gates Foundation, ADPC is currently implementing the Asian Preparedness Partnership (APP) program. APP is a multi-stakeholder regional partnership comprising national and sub-national governments, local NGOs, civil society organizations, media, academia, and the private sector in six countries in Asia. The APP promotes and supports locally-led actions to prepare for, respond to, and recover from disasters, commonly referred to as “localization”.

One of the Regional Technical Working Groups (RTWGs) established under APP is the Regional Technical Working Group on the Nexus between Emergency Operation Centers (EOCs), Early Warning System and Risk Analytics with the nominees from the APP countries. As per the work plan of the RTWG, Guidelines for coordination and decision making between the important actors involved in risk analytics, early warning and EOCs needs to be developed. ADPC is looking to recruit a qualified consultant as the Technical Specialist. The consultant under the overall guidance and supervision of the assigned Program Lead, and the Director will develop guidelines for ‘Coordination and decision making for building nexus between risk analytics, early warning and EOCs’ in consultation with the APP program team. The specialist will further lead and facilitate the orientation session with the RTWG members and other stakeholders within APP.

Responsibilities and Tasks:

Development of Guidelines to facilitate the Coordination and decision making between the actors and the sectors involved in risk analytics, early warning and EOCs for strengthening the coordination on disaster preparedness and emergency response.

1. Mapping of the existing guidelines and relevant documents from the APP countries on risk analytics, EWS and EOCs;

2. Analysis of the existing best practices on coordination and decision making between the actors and the sectors in risk analytics, Early Warning System and Emergency Operation Centers;

3. Development of the guidelines to facilitate the coordination and decision making between the key stakeholders for building the nexus between risk analytics, Early Warning System and Emergency Operation Centers;

4. Orientation for the RTWG members, local partners and other stakeholders on the guidelines developed.

Working Principles:

In performing the duties and responsibilities indicated above, the consultant will be supervised by the assigned Program Lead, under the overall guidance of the Director, Preparedness for Response and Recovery (PRR) Department of ADPC.

Qualifications:

Required Qualifications and Experiences

• Ph.D. or Bachelor’s degree in Disaster Management, Social Science, Development Study, Business Administration, or related disciplines with substantial experience in the Asia-Pacific region. Master’s degree in related field would be an added advantage.

• A minimum of 8 years of professional experiences of working in the field of risk analytics, EOCs and early warning system.

• Demonstrated experience in developing guidelines, trainings and other capacity building exercises.

• Proven research and analytical work in the relevant fields.

• Excellent interpersonal and communication skills, team-oriented work style, and experience in working in a multi-cultural environment.

• Knowledge and working ethics of national or state government agencies, international NGOs, National NGOs, private organizations, and international organizations would be an added advantage.
