Green city project is looking for a LOCAL EXPERT IN THE WASTE SECTOR in Jordan.
This vacancy also contains the terms of reference for a human resource to be hired in the role of Technical Local Expert in waste management sector for the project Green City AID 012314/02/3, funded by the Italian Agency for Development Cooperation and currently implemented in Jordan, in the areas of Greater Irbid Municipality and Greater Karak Municipality.
Project Background and Description:
Green City – Territorial Partnerships for Sustainable and Resilient Urban Development is a project funded by the Italian Agency for Development Cooperation (AICS) and led by the Institute for University Cooperation – ICU.
The project’s duration spans from December 2021 to August 14, 2024.
The primary objective of this project is to contribute to the promotion of sustainable and resilient urban and territorial development. It aims to achieve this goal by implementing measures that address climate change adaptation in urban areas, mitigate pollution effects in cities and surrounding regions, especially concerning waste management practices and renewable energies use. Additionally, the project seeks to enhance the efficiency of public and strategic buildings through the delivery of utilities services that may positively impact the environment.
This initiative facilitates the establishment of strong partnerships between Italian territorial entities and the local authorities in foreign Municipalities involved, Municipality of El Ain, Hermel, Boudai, and Dekwaneh in Lebanon, as well as Irbid and Karak in Jordan. The collaborative effort aims to foster sustainable and resilient territorial development through the improvement of skills in urban development management and planning in the energy sector, as well as the improved management of municipal solid waste.
Duties and Responsibilities:
ICU is seeking a highly knowledgeable and experienced local Expert in the Waste Management Sector to join the project team in Jordan. The successful candidate will work in collaboration with the ICU coordinators and other partners and will provide his/her expertise for the general implementation and accomplishment of all foreseen activities related to the waste sector. The candidate will be responsible for the following tasks and any other duties that may be required:
● Develop action plans to enhance waste management good practices and efficiency in collaboration and taking into account the inputs collected from the involved Municipalities (Irbid and Karak).
● Design and organize orientation days for schools, delivering comprehensive training programs and educational workshops aimed at promoting waste reduction methods in schools.
● Organize contests in schools on waste sorting and other good practices in waste management.
● Design and organize online working-groups with Municipalities and Local Partners on waste management, in coordination with Lebanese Local Partner AeC.
● Collaborate with stakeholders in Italy, Lebanon, and Jordan, including government bodies, organizations and community groups, to develop and implement sustainable waste management
practices.

● Coordinate, organize and follow-up the implementation of the project activities in cooperation with ICU staff and according to the agreed timeline.
● Establish and maintain close relations with the Municipalities, CSOs and partners involved in the project.
● Participate actively in coordination meetings with ICU team, Municipalities and other partners.
● Supervise and monitor the training implemented by hired trainer on solid waste management in Irbid and Karak, in cooperation with ICU.
● Elaborate activity report and financial accountability report about all implemented activities.
● and any expenses incurred (monitoring of expenses, collection and delivery of relevant supporting documents).
● Support Green City team if other duties are necessary.
● Maintain effective communication with ICU.

Background and skills:
● Bachelor’s or Master’s degree in Environmental Science, Waste Management, or a related field.
● Proven experience as a senior local waste expert with at least 7 years of experience in urban solid waste supervision and management and in the field of training for local decision makers, CSOs and schools’ in-depth knowledge of local waste management regulations, policies, and practices.
● Strong analytical and problem-solving skills to identify and address waste management challenges.
● Excellent communication and interpersonal skills to effectively collaborate with diverse stakeholders.
● Ability to develop and deliver workshops on waste management related issues.
● Familiarity with waste management technologies, recycling processes, and circular economy concepts.
● Strong organizational and coordination skills to manage multiple activities simultaneously and work in the field with different stakeholders.
● Ability to draft reports, present results in appropriate format, excellent knowledge of standard office software, such as MS Office (especially Excel and PowerPoint).
● Good communication and public relations skills.
● Language requirements: Excellent speaking and written English and Arabic.
Salary: the salary of the human resource selected will be specified in the contract and will be for a maximum of 1400 EURO per month as gross salary, including all due taxation.

Task Description:

Result Activity 1:
In the management of municipal solid waste in the municipalities of El Ain, Hermel, Boudai and Dekwaneh in Lebanon and Irbid and Karak in Jordan, the practices of management, separate collection and treatment and recycling of waste and the practice of circular economy are introduced and strengthened.
Activity A.1.2
Training and awareness raising of Civil Society Organizations and schools of the Municipalities on the issues of municipal solid waste management and the culture of recycling
* 2 orientation days on the theme of waste recycling in the schools of each Municipality.
* 1 school contests in Jordan among the schools benefiting from the training courses to identify the most virtuous schools in separate waste collection.
* 1 guidance documents for interventions in the municipal solid waste sector to be delivered to the target municipalities.
Activity A.1.3
Elaboration of an action plan for the improvement of municipal solid waste management in each municipality
* elaboration of 1 action plan for the improvement of urban solid waste management in the Municipality (1 for each Municipality).

Result Activity 3:
The municipalities of Marsala and Alcamo in Italy and El Ain, Hermel, Boudai and Dekwaneh in
Lebanon and Irbid and Karak in Jordan are partnering to exchange know-how and best practices in environmental and energy management.
Activity A.3.1
Drafting Memoranda of Understanding between the Italian and local municipalities
* 8 telematic working group with the participation of 2 representatives from each Municipality and local partners, sharing and exchanging good practices and know-how related to solid urban waste management.
