ECPAT International

ECPAT International is a global network of organisations working together for the elimination of the sexual exploitation of children in all its manifestations i.e. exploitation of children in prostitution, online child sexual exploitation, sale and trafficking of children for sexual purposes, sexual exploitation of children in travel and tourism and some forms of child, early and forced marriage. The ECPAT Network currently consists of 122 members working at national and local levels in 104 countries. The ECPAT Secretariat coordinates the global work of ECPAT and is based in Bangkok, Thailand.

Background and purpose

As the programmatic responses to identify and meet the particular needs of boys are scarce, ECPAT International launched the Global Boys Initiative to explore how we collectively address the sexual exploitation of boys, which activates our global network of member organisations in a range of research and response activities. To meet the initial challenge of limited adaptation of services to boys, the Global Boys Initiative is currently examining various options to design and pilot innovative approaches in India.

Objectives

ECPAT International would like to understand better the capacities and operating framework of several institutions in India, including the four ECPAT member organisations in India, in order to take into account these abilities in the designing and implementation of possible actions in India. This mapping exercise is not meant to evaluate organisations, but rather to understand their context of operation in order to reflect the best way ECPAT International can potentially engage with them in this global project, which would include significant activities and mobilisation in India.

To achieve this, the consultant will be asked to:

  • Become familiar with ECPAT’s strategies, modus operandi and operating requirements (1 day).
  • Conduct short interviews with key staff from ECPAT International Secretariat to understand the context and requirements (2 days)
  • Propose, validate and finalise a methodology, programme and plan for the scoping mission and the final report (2 days)
  • Prepare for the mission, including contacts with partners, terms of reference, logistics, visa (2 days)
  • Visit four locations in India (possibly New Delhi, Goa, Calcutta and Bangalore) to meet with targeted organisations (including the four ECPAT members in India in addition to possibly up to five more organisations to be confirmed during planning phase) and develop a greater understanding about the governance, operational contexts, financial management, human resources policies, profile and requirements – it is not envisaged that such visit include field visit or interactions with beneficiaries, children or staff, as the target interlocutors would be from the direction, finance, administration and human resources teams (10 days in India + 2 days of travel)
  • Draft the full assessment report, containing analysis and recommendations, and related tables with detailed information from each visited organisation (5 days)
  • Present the draft documents to appropriate team at the Secretariat for review (1 day)
  • Integrate required changes and submit final deliverables (1 day)

Deliverables

  • A methodology, programme and plan for the scoping mission and the final report developed in collaboration with the administration team;
  • An assessment tool including technical, human, financial and logistical capacity is elaborated;
  • A full assessment report of potential partners, including recommendations on involvement strategies and opportunities is available.

Profile

  • Prior experience in conducting mappings and partnership assessments in the field of child protection or international development settings, with track record in finance, administration, human resources and management skills;
  • Track record of producing partners’ assessment tools and analysis frameworks;
  • Advanced degree in administration, finance, audits, management or development
  • Excellent communication and writing skills in English language;
  • Ability to work autonomously and multi-task;
  • Strong organisational skills and ability to manage time and meet deadlines;
  • Previous experience in the field of child protection and gender in India would be considered a strong asset;
  • Fluency in local languages of Delhi, Goa and West Bengal would be considered a strong asset.

Additional Information

  • The Consultant will report to the Director of Operations at ECPAT International, and will receive support in designing the evaluation and scoping mission from the programme team and the Regional Coordinator for South Asia.
  • This is a home-based position; the consultant will work from home but should be available online to have meetings with the Operations team (ICT time-zone), the Head of the Global Boys Initiative (CET) and ECPAT Regional Coordinator for South Asia (NPT);
  • This position requires travels to India (see details above);
  • The Consultant is expected to act at all times in a manner consistent with the values of ECPAT International and in compliance with the organization’s policies and procedures including Child Safeguarding Policy and the Staff Code of Conduct.
  • Ideally, the consultant will be based in Asia or in any other place from which travel to India is feasible and cost effective. Proposal should detail methods for connection with team in Bangkok and/or staff based in remote locations.
