Trócaire

Background

Trócaire is an International NGO. We work with local partners in the world’s most at-risk communities and with people in Ireland to tackle the underlying causes of poverty and injustice and respond to the crises they create. Together we bring about positive and lasting change for a just world.

Trócaire works in up to 20 countries across Africa, Asia, Latin America and the Middle East. We work towards five goals:

• Defend Human Rights and Promote Access to Justice;

• Achieve Climate & Environmental Justice;

• Ensure Women & Girls’ Protection, Voice & Influence;

• Save Lives and Protect Human Dignity and

• Mobilise the Public on the island of Ireland to achieve Global Justice.

Trócaire was established in 1973 by the Catholic Bishops of Ireland as an expression of the solidarity of the people of Ireland with people suffering from poverty, oppression and injustice in the world’s lowest income and most fragile countries. Trócaire was given a mandate to tackle poverty and the structural drivers of poverty in the global South and to carry out education, campaigning and advocacy work on global justice issues in Ireland and the Global North. We are rooted in the principles of Catholic Social Teaching.

We believe that every human person is born equal and with the right to a life of dignity, free from poverty, violence and injustice.

Trócaire has an annual budget of €80 – 90 million. Almost all of our work is implemented through partnership with local civil society organisations and other local entities. We have offices with staff of between 15 – 50 people in 13 countries outside the island of Ireland, and a total staff of 460 globally with a Head Quarters in Maynooth, Ireland.

We recognise that inequality, racism and exclusion pervade all societies and are a driver of poverty and a violation of human rights. Internationally, through our programme work, we focus in particular on tackling gender inequality and on the inclusion of the most marginalised and vulnerable groups (e.g. indigenous people, internally displaced people, refugees, and others) in decision-making that affects their lives.

Equity, Diversity & Inclusion in Trócaire

We have an ambition to make Equity, Diversity and Inclusion central to what we do and how we do it, across all areas of work including partners and programmes. In realising our ambition, it will provide an opportunity to bring attention to disability awareness and set standards for developing inclusive working practices.

Our Strategic Plan commits us to becoming a much more agile and resilient organisation. Key to this will be the development of a culture of equity, diversity and inclusion. This includes strengthening the diversity of our workforce, increasing opportunity for mobility and developing systems to support a global workforce. Our Strategic Plan also articulates our commitment to Localisation, which is rooted in a commitment to shift the balance of power towards people and organisations in the Global South.

We recognise that in order to achieve this we need to be very clear on the current state, knowing what the gap is and the expectations we have of leaders and managers as they will be drivers of change.

Internally, we know that we will need to adapt our own employment practices to ensure we are meeting the highest standards of inclusion, whilst responding to the changing external environment. This includes both a more diverse workforce and our localisation commitments.

We are now seeking tenders from organisations who have expertise and a demonstrable track record of success in partnering with an organisation such as ours in the development of a Global Equity, Diversity and Inclusion Strategy that will have impact and add value.

How these services will be delivered and achieved is important to us. The successful partner(s) will be expected to:

  • Work with HR initially so as to become immersed in the organisation and develop a bespoke approach that will deliver some or all of the above services and ensure it aligns with our Strategic Plan.
  • Introduce Trócaire to likeminded networks who are at different stages in their journey; who can provide lessons learnt and encouragement in taking an agile approach.
  • Guide and develop the HR team and support an evolving global EDI strategy providing thought leadership and expertise.
  • Advise on an appropriate employee communications approach that will achieve buy in, commitment and a willingness to actively participate in all aspects of the strategy and deployment of same.
  • Develop an inclusive training and development strategy that addresses gaps in achieving the EDI Strategy.
  • Collaboratively outline approaches / processes that characterise a best-in-class EDI employer and that have been implemented successfully in other INGOs or equivalent.

General Guidance:

  • Our Project Sponsor is Caoimhe De Barra, CEO
  • We are looking for tenders that clearly articulate how the objective will be met: develop a Global Equity, Diversity and Inclusion Strategy and an action plan for implementation at management level.
  • We are receptive to tenders that simply focus on one or all of the discrete pieces of work outlined above; reflecting depth and breadth of expertise in specific aspects of EDI.
  • It will be essential that any communications and written material can be provided in English, French and Spanish by the suppliers and can be adapted to suit the different contexts in the countries we work in.
  • The needs of the organisation are written at this moment in time; however, in identifying preferred suppliers with expertise and knowledge in these areas, we can develop and agree on the final key deliverables and timelines to ensure the sustainable impact of the EDI Strategy.
  • The tender should commence with a detailed outline of the supplier’s knowledge and understanding of how organisations such as Trócaire, that are global in nature and operate in difficult contexts with limited resources, can transition towards a fully integrated approach to EDI.
  • The preferred suppliers will work directly with the Head of HR and the EDI Project Coordinator

Supplier credentials in ensuring Key Deliverables, timelines are met:

  • It is essential that you have a demonstrable track record of success working with INGOs on EDI globally.
  • It is essential that Individual consultant has credentials in designing and delivering the above.
  • It is essential to provide examples and references from organisations, where the above service has been successfully provided and lessons learnt.
  • It is desirable to have a willingness to invest strongly in understanding our organisation, its current operating model and culture, and all other elements required to develop an impactful strategy.

Proposed timelines are as follows:

Year One, 2024 Milestones – completed by 29th February 2024. Success Criteria; Trócaire will have completed an EDI audit.

Year Two, 2024 Milestone- completed by 31st December 2024. Success Criteria: Trócaire will have developed an EDI Strategy, which has been approved by the Board.

Year Three, 2025 Milestones – completed by 30th June 2025. Success Criteria: Trócaire will have developed an Inclusive Action Plan to support implementation of the EDI Strategy.

Year Four, 2026 Milestones – completed by 28th February 2026. Succes Criteria: Trócaire will have completed a repeat EDI audit of the organisation to ensure alignment with the EDI Strategy.

Year Five, 2027 Milestones – completed by 31st December 2027. Success Criteria: Trócaire will have continually benchmarked progress of the EDI Strategy to ensure relevance and sustainability in the organisation so as to confidently describe the organisation as a leading EDI employer
