MdM is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. In Ukraine, MdM Spain implements the project activities in close cooperation with the relevant authorities, public health facilities and communities.

MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in different regions in Ukraine. The program is implemented around two main components: direct provision of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS)); and strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and the provision of medical equipment, consumables and medicines.

Main objectives of the position

The growing complexity of the MdM operations in Ukraine makes the cross-functional program monitoring and evaluation, as well as accountability and learning management tasks increasingly important to be able to ensure the quality of MdM’s programming. The overall objective of the Database Officer will be to manage and analyze the existing databases across MdM programs in order to support quality programming and accountability towards beneficiaries, donors and other stakeholders. Under the supervision of the MEAL Manager, the Database Officer will contribute to the data management, taking an active role in the transforming data into the analysis for the Ukraine mission’s programming and advocacy.

The holder of this position is expected to have strong analytical and organizational skills, to ensure that all deliverables are produced in a quality and timely manner. The Database Officer will maintain regular contact with all staff involved in the monitoring and evaluation of projects and will assist the mission with all the tasks related to assessments, researching, gathering and analyzing complex data to identify trends, and provide evidence for planning.

Data Management and Reporting:

  • Determine the primary data and information elements that are required internally and externally to support the project
  • Lead the implementation of the Activity Info application on the mission level
  • Design, develop and manage databases, dashboards and other data tools
  • Understand, document, and ensure the quality of high-value data for accuracy, consistency and comparability
  • Consolidate operational information on a regular schedule to support analysis and design and implement sustainable information management and dissemination systems for data collections
  • Develop and implement proper backup, restore, data validation, and security procedures to ensure data integrity and availability
  • Propose and implement upgrades to the database webpage, data entry and data storing systems
  • Revise the guidelines of using database ensuring clarity and explicitly in terms of using the database and provide visual guidelines
  • Contribute new ideas for improving the design and the data engine, quality and timeliness of current issues. Develop ways of communicating messages and transforming it into web-based products.

Data Analysis

  • Act as a focal point/central instrument for the collection, analysis and dissemination of information relevant to the project activities.
  • Organize, design and carry out the evaluation and analysis of datasets related to the project.
  • Develop data standards and advise on the application of these.
  • Understand, document and ensure the quality of high-value data for accuracy, consistency and comparability.

Visualization/Reporting

  • Produce and update information products such as maps, charts and infographics by turning data into graphical products to convey messages and a storyline as well as support strategic and operational decision-making.
  • Support the project manager with producing reporting templates and procedures as well as reports, such as situation reports and briefing papers for partners, other UN agencies, head offices, government, donors and other stakeholders
  • Revise the method of correspondence and communication between data management staff and external stakeholders.

Training/Technical Support

  • Provide training on data collection and input, information systems and standards to colleagues, which may include visit of field offices to provide training and technical support as well as online training.
  • Provide maintenance and end user technical support in issues relating to the database use and administration, including troubleshooting for data entry and access to the existing database.

Background of the candidate

Humanitarian experience – Humanitarian experience will be an advantage

Excellent knowledge of Microsoft Office, Power BI, Access, KoBo tools, data analytical software, etc.

Language: English, Ukrainian (both written and spoken), Russian is desirable.

Skills required:

  • Master’s degree in Information Systems and Technologies, Computer Science, or other relevant fields.
  • Demonstrated experience in leading the Database Officer/Analyst and information management functions, as well as data collection, data storage and protection, management, search, sharing, transfer, querying, updating, data analysis and visualization programs and tools (Excel, Power BI, Access, KoBo tools ect.)
  • Familiarity with M&E and Accountability requirements of key institutional donors
  • Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming, safeguarding and accountability management
  • Proven experience with qualitative and quantitative data collection and/or visualization, and analysis methodologies
  • Ability to work with short deadlines
  • Strong organizational, critical analysis and problem solving skills
  • Ability to work in structured manner and independently with limited oversight
  • Ability to work quickly, under pressure, and with short deadlines
  • Necessity to manage priorities and to adapt them daily according to the context,
  • Cultural sensitivity and ability to work in a multi-cultural environment
  • Excellent communication skills, including spoken and written English, including exceptional report writing and editing skills.
