Position Summary and Purpose: Under the supervision of the Program Manager, the Engineer oversees all rehabilitation and construction related projects. The Engineer works with and assists local partners in prioritization of critical repairs to ensure shelters and housing units are sustainable, winterized, and include water, sanitation, and hygiene (WASH) facilities.

Country Overview: In Ukraine, International Orthodox Christian Charities (IOCC) and its local partners are implementing several projects under the “Ukraine Response Program”, assisting the IDPs. IOCC’s current key sectors of focus are Health & Nutrition, Water-Sanitation-Hygiene (WASH), shelter and Protection and will be addressing needs in other sectors as appropriate. By pursuing these program areas, IOCC supports both refugees and local populations, and helps to tackle the problems and to improve lives long term.

Responsibilities and Essential Functions:

  1. Project and Budget Implementation: leads feasibility investigations and selection of rehabilitation and construction projects, , supervises design and cost estimation process, leads tender preparation and prepares, manages and maintains work and implementation plans of the projects in situations where IOCC is a direct implementer. Assists IOCC partner organizations in achieving these tasks when direct project implementation is undertaken by IOCC partners.
  2. Capacity Building: supports the selection of, coordinates with, and facilitates capacity building of IOCC’s partner organizations, local NGOs and community-based organizations (CBOs) involved with the implementation of construction projects. Develops and implements training and/or handover process for each location making sure local partners receive all information required for them to operate and manage repairs and advanced structural systems.
  3. Program Reporting and Improvements: contributes to accurate and timely program narratives and/or financial reports for donors and IOCC HQ. Assesses the effectiveness of the projects and impact and proposes recommendations for improvements.
  4. Project Management and Participation: works with IOCC country project teams and partner organizations to ensure that all construction projects are implemented in the selected communities. Conducts frequent site visits to determine any deviation and challenges and suggest appropriate solutions.
  5. Representation: represents IOCC in assigned coordination/working groups, between local agencies or organizations and IOCC local partners to benefit construction project sustainability (Universities, engineering association, etc.) under the direction of Program Manager.
  6. Business Development: supports the concept note and proposal development process through the drafting of technical narratives and budgeting related to rehabilitation and construction.
  7. People Management: supervises external contractors during construction to ensure quality and timely implementation of project activities. Ensures contractors are compliant with IOCC policies and procedures as they relate to external vendors working with IOCC employees and beneficiaries.
  8. IOCC Employee Expectations: maintains familiarity with IOCC policies and procedures, and positively encourages staff to abide and comply.
  9. Security Expectations: ensures that all rehabilitation and construction project activities are aligned with IOCC Safety & Security Plan and donor safety and security procedures.

Minimally Required Knowledge, Skills and Abilities:

  • Engineering Project Management: Deep understanding of design, construction, and rehabilitation project management and implementation of shelters and housing structures in the context of emergency response.
  • Country Specific Technical Sectors Areas: Deep understanding of the assigned country’s technical sectors: Health & Nutrition, Water-Sanitation-Hygiene (WASH), Shelter and Protection.
  • Training Design, Development and Delivery: Proven ability to design and deliver technical training related to subject matter to diverse groups.
  • Proposal/Report Writing and Editing: Proven ability to write compelling technical proposals related to subject matter.
  • Languages: Advanced writing and speaking skills using local language (Ukrainian) and advanced for English language, especially in training and report writing.
  • Software Applications: Advanced knowledge of Microsoft Office applications, database and internet applications.
  • Communication: Advanced oral and written communication skills using different forms of media. Ability to translate complex concepts to individuals at all levels.
  • Vendor Management and Supervision: Proven ability to lead, manage, and develop vendors to meet project expectations, including ability to write clear task orders for design contractors and effectively negotiate changes as required.
  • Organization, Planning and Multi-tasking: Advanced organizational and planning skills. Proven ability to set priorities, meet deadlines and multi-task with minimal supervision. Proven ability to coordinate activities.
  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented and consistently accurate, ability to manage stress effectively in a fast-paced environment, and ability to quickly learn new systems, processes and procedures.
  • Matrix Management: Ability to thrive in a matrixed organization.
  • Confidentiality: Proven ability to maintain confidentiality on work-related issues.

Minimally Required Education, Experience, and Training:

  • Bachelor’s degree or equivalent experience in Engineering or related field; or a combination of education and work experience that yields the minimally required knowledge, skills and abilities
  • 5 years of experience in working on engineering projects

Physical Requirements and Working Environment:

  • Travel required: 60% or more within the country and region
  • Sits talking on the phone for long periods of time
  • This position may require bending, kneeling, crawling, standing, sitting, lifting up to 20 lbs and walking for extended periods of time.
  • Standard office environment; mostly sedentary position.
  • Frequently works in an office environment and sits at a desk for extended periods of time, and requires dexterity to operate general office equipment
  • Infrequent weekend and evening work may be required.
