POSITION SUMMARY:
HIAS is seeking experienced candidates for the position of Procurement & Logistics Specialist. Our
Procurement & Logistics Specialist will help strengthen our procurement processes throughout the world, providing support, training and innovative solutions.
ESSENTIAL FUNCTIONS:
- Supports global and local tenders.
- Works closely with internal stakeholders to gather requirements and specifications.
- Collaborates with all departments on vendor selection and other relevant support.
- Assists in resolving procurement issues and problems.
- Reviews and approves procurement transactions and documents.
- Conducts vetting of vendors.
- Monitors individual HIAS office procurement transactions.
- Recommends and implements commodity specific sourcing methodologies and processes.
- Supports the implementation of procurement strategies that are efficient, cost effective and compliant with HIAS and donor requirements.
- Supports departments and country offices with procurement planning.
- Assists with vendor contract reviews/drafting.
- Makes recommendations on procurement and logistics policies and procedures where appropriate.
- Supports organizational and systems changes related to procurement and logistics.
- Trains staff on procurement and logistics policy and procedures.
- Supports country offices with logistics operations, including fleet management, facilities management and transportation of goods.
- Supports Request for Proposals (RFP) processes.
- Collaborates with accounts payable and other finance staff to ensure payment documentation is sufficient.
- Supports the sub-award management team with subrecipient vetting, selection and agreements.
- Travels to country offices for training and support 2-6 weeks/year.
- Performs other duties as assigned.
QUALIFICATIONS & REQUIREMENTS:
- Undergraduate degree in finance, business or related field.
- 3-5 years of related work experience
- Strong writing skills.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook and Access).
- NetSuite experience a plus.
- Multi-tasking and time-management skills, with the ability to prioritize tasks.
- Excellent analytical and problem-solving skills.
- Detail-oriented.
- Spanish or French language proficiency desired.
- Travel, to include travel to insecure operating environments, may be required.
