TGH background

“Actor in a sustainable and shared solidarity”

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 11 countries in Africa, Asia, Europe and the Middle East.

Context

On February 24, the Russian president announced a special military operation to demilitarize Ukraine. Minutes later, missiles/air raids hit all of Ukraine, including Kiev, shortly followed by a massive ground invasion from several directions, in a major escalation of the 2014 conflict and resulting in the siege of several major strategic Ukrainian cities such as Chernihiv, Kharkiv, Kherson, Kyiv, Mariupol, and Sumy. The Ukrainian president has since enacted martial law resulting in the general mobilization and management of the country by the military.

While the eastern part of the country was attacked from the beginning of the invasion with an assault on the main cities of the country, the Russian troops quickly attacked the capital, Kiev, causing the displacement of the diplomatic bodies of the United Nations and the majority of humanitarian actors to the west, particularly to Lviv, which has become a real humanitarian hub. The populations forced to flee for safety are seeking to reach the west of the country, which is, so far, still relatively unaffected by attacks. The Lviv region is home to a large number of displaced persons and is the main transit point for people seeking to reach Poland or other European border countries. On the 18th of April, OCHA revealed that over 4.9 million people have crossed international borders to seek refuge mainly in Poland.

According to IOM on the 21st of April, the total number of internally displaced since the beginning of the war is over 7.7 million, 17 per cent of the country’s population and women represent at least 60 per cent of those displaced.

According to the humanitarian community, all the people living in Ukraine have been directly or indirectly affected by the conflict. Emergency humanitarian needs are varied and cut across all sectors.

The most pressing needs identified include:

• cash and access to financial support
• psychosocial support for a weakened mental health and limit the risk of irreversible
• medicines and medical supplies

Presentation of the mission

TGH has been present in Ukraine since 2015. Established in Kramatorsk (East), TGH’s interventions were targeting the most vulnerable populations along the contact line employing traditional and innovative modalities as follows:

• Provision of electronic vouchers (e-vouchers for food, hygiene or dual-purpose e-vouchers), an innovative modality with application of mobile phones and web-money-based interface
• Cash for Work (rehabilitation or social work)
• PSS
• Documentation support (restoration or obtaining of official/legal documents)
• Provision of basic humanitarian assistance: food and hygiene kits, in Donetsk, NGCA

In 2020, TGH completed its intervention with an emergency Covid-19 response funded by UNICEF supporting healthcare, educational and social institutions and households of Donetsk and Luhansk oblasts (GCA) along the contact line with electronic vouchers for essential hygiene.

Following February 24th, TGH mobilized its teams on the ground and at headquarters to maintain its existing activities and develop an emergency response to meet the most immediate needs of the affected populations. To this end, TGH has quickly started various assistance programs to cover the basic needs and respond to the psychological distress of the affected households and individuals. To date, TGH is implementing 6 different projects, while others are under discussion. To implement these activities in the most affected areas of Ukraine, TGH has developed and reinforced the collaboration with local partners that are essential and take a crucial place in the global response.

Initially operational in Ukraine from Kramatorsk, the team has been relocated to Lviv where the main TGH office opened. TGH has opened 3 operational bases in Vinnytsia, Cherkasy and Dnipro where activities are implemented as well as Lviv.

TGH is a member of the following Clusters and Working groups: Protection, Child Protection Sub-Cluster, Legal Aid Working Group, Age and Disability Working Group (ADWG), Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) and WASH Cluster. TGH is leading on the General Protection Case Management Task Force, and also attending the Advocacy Working Group and the HLP Taskforce.

In 2022, within the scope of its partnership with UNHCR, TGH finalized the development of two training packages: General Protection Case Management and Case Management Supervision.

TGH will offer its trainings in central cities such as Vinnytsia, Lviv, Kiev, Cherkasy, Dnipro and Odessa to facilitate the gathering of protection actors. TGH will prioritize Lviv and Vinnytsia for the rounds that will include CM supervision and ToT because of the relative security of cities, making it easier for participants to attend and for training to be less interrupted by air alerts.

Job description

The Senior Case Management Specialist reports to the Head of Program Protection and works in collaboration with the Education and Protection Advisor based at headquarters. The Senior Case Management Specialist supports (and facilitates where requested) the Ukraine Protection Cluster General Protection Case Management Taskforce and will participate in the development of UNHCR’s Case Management capacity development strategy in the country.

More specifically, key responsibilities are:

• Conduct capacity building and training on the GPCM toolkit and forms, including dedicated sessions for social workers/case workers to practice using case studies, case review processes, etc.
• Conduct Case Management Supervision Training for case management supervisors (amongst whom UNHCR partners will be prioritised) – promoting understanding of how to effectively support and manage a team of social workers / caseworkers and critical concepts such as coaching, supervision, case review, internal and external coordination, monthly/weekly planning, identifying negative stress and promoting staff wellbeing.
• Provide partners with guidance and support where needed on how best to coordinate and establish working relationships and cooperation with authorities around case management at the oblast and local levels (in coordination with the Protection Cluster and Sub-Clusters).

Facilitation of CM Trainings

• Deliver 5-day Case Management training to a total of 125 protection actors (25 participants per training) to support them in the implementation of high-quality, individualised General Protection Case Management.
• Deliver 3-day training to those responsible (30 participants) for supervising caseworkers, and includes modules on Individualised Support and Supervision, Case File Audits, Field Monitoring, Case Review Meetings, and Case Conferences. In addition, 2 Case Management Supervisions will be provided and 2 Training of Trainers (20 participants).
• Ensure all means of verification, including sign-in sheets, pre- and post-tests, feedback and photos are collected during the course of the trainings.
• Ensure trainings are interactive and dynamic, and respond to adult learning needs to ensure their durability and the retention of information by participants.
• Over the course of trainings, ensure the collection of pertinent data to improve upon training methodology.

Participate in, and facilitate where requested, General Protection Case Management Taskforce meetings

• Ensure General Protection Case Management (GPCM) Taskforce meetings are held on a regular basis.
• Ensure coordination between Child Protection Case Management (CPCM) Taskforce and GPCM Taskforce through robust communication with HoP Protection.
• Ensure actions agreed during GPCM Taskforce meetings are allocated, time-bound, documented and shared with all members of the taskforce, and that these actions are followed up during subsequent meetings with the taskforce.
• Keep a running record of revised tools, guidance, and any other documents developed and/or revised during the course of GPCM Taskforce meetings, and that the most up-to-date versions are shared with all members of the taskforce.

Logistics and administrative management

• Develop concrete Purchase Plan within the first week of the activity.
• Support dedicated Logistician/Driver to develop PSRs and to procure goods and services required for the implementation of the project.
• Ensure movements are planned well in advance, and that the dedicated Logistician is supported to coordinate effectively with all appropriate Field Coordinators, Logistics colleagues and Security Coordinator to conduct movements in line with TGH Security procedures.
• Ensure activity spending remains in line with forecast, and that any changes are swiftly communicated to Admin Coordinator in a timely manner.

Team management

• Support if needed in the recruitment of dedicated Logistician/Driver and Senior CM Specialist Assistant, for the latter to include the creation of job description, job vacancy announcement, written test and interview questions.
• To the extent possible, support the development of capacity of the team of Logistician/Driver and Senior CM Specialist Assistant.
• Ensure any performance issues are identified and communicated to HoP Protection in a timely manner.
• Ensure good internal coordination and communication with HoP Protection.
• Support and facilitate the participation of TGH CM Teams in Lviv, Vinnytsia, Cherkasy and Dnipro to contribute to the delivery of CM Trainings, and to further develop their capacity as Protection actors.

Reporting

• Ensure individual reports are developed, with all means of verification included as annexes, for each individual training delivered
• Develop interim and final activity reports in compliance with the contractual deadlines
• Ensure a regular indicators tracking
• Ensure the capitalization of the findings, recommendations and lessons learned

Participation in the coordination of the mission

• Ensure HoP Protection is regularly updated with progress against objectives to facilitate her contribution to internal coordination meetings.
• Meaningfully participate, and lead as requested, on the Protection Cluster GPCM Taskforce (see above for greater detail).
• Share information on TGH activities and intervention and promote good relations and collaboration with other actors working on the humanitarian response.

External representation and coordination

• Coordinate with NGOs, institutions and partners working in the field of Protection in Ukraine to establish/maintain referral mechanisms.
• Maintain and develop good working relations and visibility of the TGH with civil authorities and other humanitarian actors (UN agencies, NGOs).

Security

• Ensure the application of safety instructions for the Protection project teams.
• Participate in the collection of security information.

Security, working and living conditions

Despite the fluctuating security situation in Ukraine, the environment in Lviv is relatively calm and travel on foot or by taxi is permitted in the city centre. It is possible to go out in bars, restaurants… but there is a curfew in place from 11pm to 6am according to the martial law in force in the country. TGH team works in spacious and well-equipped offices in the city centre, close to the apartments where the expatriate are accommodated. Access to good internet connection in the offices and the youth hostel.

Profile

You have a minimum of 3 years relevant experience in providing protection training, inclusive of Child Protection, S/GBV, Case Management and PSS training, supervision and development of training materials and manuals.

Furthermore, your profile match most of the following:

• Previous experience managing protection projects with strong technical, programme mentoring, and management skills, in developing countries and in disaster/humanitarian crisis contexts;
• Experience in humanitarian coordination from an MHPSS background;
• Experience in working with partners at national and sub-national levels;
• Work experience in measuring and reporting on indicators through innovative qualitative data gathering techniques and other type of surveys;
• Fluency in written and spoken English language;
• Able to work collaboratively across multiple teams and stakeholders;
• Able to operate independently and as part of a team;
• Good interpersonal skills including the ability to gain trust and build relationships;
• Good diplomatic and persuasion skills;
• Good computer skills, experience with Google Drive ;
• Ability to work in a stressful setting and adapt quickly to changing environments;
• Ability and motivation to work well with local authorities, local leaders, and local community;
• Good creative problem solving and social skills.
