GENERAL CONTEXT

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.

CONTEXT AND GENERAL OBJECTIVE OF THE POSITION

MSF OCBA is launching in 2020 the initial phase of a project which objective is to implement a new technological ecosystem that supports the full cycle of Supply Chain Management processes in field operations and headquarters, integrated as well with systems supporting other key processes in the organization.

The initial phase of this project will face the analysis of needs and processes in the organization and the solutions that could potentially deliver the expected benefits of the project, defining the technological landscape of the future supply chain information systems, defining the project delivery strategy and delivering a complete business case that allows the organization to decide on a go-no go for a technical implementation and deployment.

In this context, the Supply Chain Information Systems (IS) Project Manager will be initially responsible for the successful delivery of the initial phase of the project. In the case that MSF OCBA decides to go for the subsequent implementation and deployment based on the results this initial phase, the SCMIS Project Manager could potentially lead and manage the full cycle project.

PLACEMENT WITHIN THE ORGANISATIONAL CHART

The SCMIS Project Manager will work within the Projects & IT team, and initially s/he will be hierarchically and functionally accountable to the Projects & IT Lead.

The SCMIS Project Manager will report to the Project Steering Committee for governance and key decision making, and more specifically to the Logistics & Supply Chain Director as project sponsor.

The stakeholders s/he will work with during the project lifecycle are:

  • The project team s/he will manage and/or coordinate (small-sized in the initial phase).
  • The Logistics & Supply Chain Department at large, and more specifically the Supply Chain Unit.
  • Other key departmental stakeholders involved in the project: Operations Department, Medical department, Finance Department, etc.
  • MSF field operations
  • The different relevant Projects & IT teams, and particularly:
    • The Applications & Projects unit team.
    • Infrastructure, communications & systems teams.
    • Operational applications team, PMO, IT Security and others.
  • The rest of the Projects & IT team.

RESPONSIBILITIES AND MAIN TASKS

General responsibilities and tasks

  1. To coordinate the project activities in close collaboration with the Projects & IT team and the Logistics & Supply Chain Department.
  2. To understand the broad lines of the social, economic and technological context where our field staff is operating, as well as the main processes of the MSF OCBA Supply Chain and their connection with other processes in the organization (finance, medical, operations), and to identify the main barriers and enablers for potential new technologies that could support the supply chain management processes. It will also include the analysis of field missions’ enterprise architecture and infrastructure / communications necessary to support new information systems.
  3. To manage the project on a day-to-day basis to deliver the required products within the agreed constraints.
  4. To successfully manage the project in all its relevant areas: scope, schedule, cost, quality, resources, communications, risks, procurement and stakeholders.
    • To plan the scope management, collect requirements and to define, validate and control the scope of the project.
    • To plan the schedule management, define and sequence activities and estimate their durations, and to overall develop and control the schedule of the project in its different phases.
    • To plan cost management, estimate and control costs and estimate the required project budget.
    • To plan, manage and control quality of the different project products.
    • To plan, estimate and control the required resources, developing and managing the project team.
    • To plan, manage and monitor communications, ensuring the successful implementation of the project communication strategies.
    • To manage project risks, including their identification, analysis and monitoring, as well as planning and implementing risk responses.
    • To manage project procurement, the selection and contracting processes with external partners and suppliers, as well as to coordinate their activities throughout the initial phase and potential subsequent delivery.
    • To implement a successful stakeholder engagement strategy, managing and continuously monitoring stakeholder engagement in the project.
  5. To support the Project Steering Committee for project governance, reporting as required and preparing all the information needed for decision making.

Responsibilities and tasks specific to the initial phase

  1. To manage and ensure the analysis of the different market solutions for supply chain management, as well as potential custom or internal solutions, based on MSF OCBA needs and requirements, and to compare them in order to provide proper understanding of the different options that could shape a future new supply chain technological ecosystem.
  2. To manage and guarantee the selection of the different tools that will conform the future supply chain technological ecosystem, both for Field and Headquarters, based on the needs of the organization and more specifically of the Logistics & Supply Chain Department, and in alignment with the guidelines to be defined by the EA/IT architecture team of OCBA, as well as the rest of Projects & IT.
  3. To manage and deliver a complete business case for the project, along with a project delivery strategy that would complement it, that should fully support a go/no-go decision for the delivery phase.

Responsibilities and tasks specific to a potential delivery phase (after go/no-go decision)

  1. To guide the implementation of the new supply chain technological ecosystem, consisting by the corresponding new information system(s) as well as their integration with other relevant information systems (finance, reporting, etc.), focused on the expected benefits for MSF operations and taking into account the perspective of user experience, technical viability, cloud transition and digital transformation, including as well potential usage of mobile devices (smartphones/tablets) for relevant functionalities.
  2. To manage the evaluation, in close collaboration with the Field ICT Unit and the Infrastructure & Service Desk Unit, of the conditions in field operations in terms of device suitability, connectivity and accessibility, etc., taking into account key constraints and/or evolution possibilities for the design of the new ecosystem and the design of the deployment strategy.
  3. To manage the identification, development and implementation of user training programs for the new tools of the ecosystem and/or new processes in the context of the project.
  4. To ensure that project implementation strategies are properly defined and implemented, including (but not exclusively) processes, data migration, integrations, implementation, etc.
  5. To manage and ensure a proper Target Operating Model is properly defined and implemented after the new ecosystem is properly implemented and rolled out.

SELECTION CRITERIA

Education and experience

  • Academic Background: Computer Sciences, Electrical, Telecommunications or Engineering, Business Administration and Management, Economics or similar.
  • High command of Spanish and English. French desirable.
  • Good knowledge of project management frameworks, agile methodologies and hybrid approaches. Relevant certifications (e.g. PMP, Prince2) will be an asset.
  • Experience in managing technology providers.
  • Proven working experience (4+ years) as a project manager for the implementation of information systems and/or business applications, having led at least one full cycle implementation of medium or large size.
  • Proven working experience (4+ years) with systems design and development, from business requirements analysis through day-to-day management.
  • Experience managing technology providers, including the development of strategic partnerships, negotiation of technology contracts, monitoring service delivery, Enterprise Architecture and addressing vendor performance issues.
  • Relevant experience leading and managing teams with multinational and multicultural settings.
  • Significant experience in change management and general understanding of process integration.
  • Practical knowledge of process analysis, management and definition methodologies.
  • Ability to establish and maintain effective relationships and partnerships with key stakeholders within a multinational and multicultural environment.
  • Ability to understand the needs and constraints of operations and to navigate in a decentralized governance environment.
  • Availability to travel occasionally.
  • Experience in MSF is an asset.

Technical knowledge

  • Good command of Microsoft Office and/or Open Office, Microsoft Project, Microsoft Visio
  • Good knowledge about ERP systems and / or Supply Chain Management Systems, experience will be an asset.
  • Good knowledge about Supply Chain processes will be an asset.
  • Knowledge of cloud ecosystems and the architectural framework TOGAF is an asset.
  • Knowledge about mobile solutions is an asset.

  • Annual gross salary: HQ-4A (divided into twelve monthly payments) + Secondary Benefits based on the MSF-OCBA Reward Policy.
