Ukranian Community Relations & Engagement Officer (UCR): Support Ukraine: Protection and Well-being Hubs

You will join PATRIR’s ‘Support Ukraine: Protection and Well-being Hubs’ as our Ukranian Community Relations & Engagement Officer (UCR) for the Ukraine Peacebuilding Support Program. Our Peace Support Program for Ukraine is based upon working in authentic partnership with Ukrainian partners including civil society organizations, youth organizations, women’s organizations, local authorities, national associations, and state institutions, and supporting their efforts and peacebuilding and nonviolence and civil resistance programming . You will be responsible for managing and developing the relationships between the Ukrainian community, local NGOs, local government, and PATRIR. You will be the point of contact between the Ukrainian community and the team offering services in the PSH. You will be responsible for helping create a ‘Ukrainian Council’ which will be established to give Ukrainian Communities a voice in local and national government in order to advocate for their needs.

We are looking for a highly capable and motivated candidate both passionate for and experienced in peacebuilding and peace support to join the Department of Peace Operations of PATRIR. We particularly encourage Ukrainian candidates and/or candidates with significant peacebuilding experience to apply.

Looking for a dedicated Ukranian Community Relations & Engagement Officer (UCR): The ‘Support Ukraine: Protection and Well-being Hubs’ is based within the Romanian Peace Institute’s Department of Peace Operations and in partnership with UNHCR. As a Peacebuilding Ukranian Community Relations & Engagement Officer (UCR) with PATRIR you will have the opportunity to play a major role in the Institute’s peace support programs and with opportunity to engage further, globally, based upon your areas of expertise and program areas you wish to engage in.

About our Ukraine Support Program

We envision our Ukraine Support Program growing significantly in the coming years based upon close engagement, partnership, and listening to partners and stakeholders. We take an authentic partnership-based approach to our work. The Ukranian Community Relations & Engagement Officer (UCR) will have important responsibility for listening to communities and partners and, together with partners and our team, getting out important information to partners, persons of concern, and stakeholders. We also place a strong emphasis on collaboration and doing more together than can be done apart – as well as working actively to avoid overlap, duplication and ‘competition’ between organizations. For this reason, our Ukranian Community Relations & Engagement Officer (UCR) and our entire efforts for peacebuilding support will be based upon very active partnership, collaboration and working together with peacebuilding partners and organizations, the UNHCR and internationally.

Our Ukraine Support Program currently includes (priorities):

  • Supporting Ukrainian partners to have their voices heard in setting priorities for peacebuilding and nonviolence programming, and supporting Ukrainian peacebuilding and nonviolence expertise;
  • Direct support for civilian-based and nonviolent resistance ;
  • Making visible Ukrainian programs, work and initiatives for peacebuilding, nonviolent resistance and trauma recovery internationally (as appropriate)
  • Immediate and long-term support for strengthening core peacebuilding skills with partner organizations and communities, including local authorities, social inclusion, and trauma recovery;
  • Youth-based programming working with youth organizations and the All Ukraine Youth Centres to support their programming, training of youth in peacebuilding and conflict handling skills, training of youth in trauma recovery and trauma first aid;
  • Supporting Ukrainian organizations in strategic planning and project- and program-design responding to conflict and peacebuilding needs ;
  • Working with trauma first aid and trauma psychologists to develop trauma and mental health/well-being and resilience programming;
  • Working with schools to develop school-based trauma informed care for children and youth

Other areas of programming may be developed in consultation with Ukrainian partners. Strong focus on gender inclusion and combatting gender-based violence is core across all priorities and program lines.

Core areas: Building authentic collaboration and ally-ship with the Ukrainian community, LGA, NGOs and CSOs; participatory action research, stakeholder-driven needs analysis; active engagement to foster collaborative peacebuilding with local, national and international organizations and agencies; overall management and development of our Ukraine peacebuilding program. Possible additional (highly important areas) for engagement, depending upon the candidates areas of expertise, include: engagement in policy advocacy at the EU and international levels; strong focus on training and capacity building with Ukrainian and international partners.

Key Tasks & Duties

  • Develop continual engagement and relations with Ukrainian community members in their cities – proactively foster and build trust, good relations, understand and know their needs. Potential lead coordinators of the Ukrainian community meetings in each area – if led by PATRIR
  • Leading role in helping to develop the ‘Ukrainian Councils’.
  • ‘Point of contact’ between the Legal Counsellors and Psychologists and the broader Ukrainian community as well, to help let the community know – and feel comfortable accessing – these services.

ROLE REQUIREMENTS:

To be considered for this position candidates must have the following competencies:

  • A university degree in public relations, public affairs or related fields;
  • experience in PR
  • years’ experience public relation type careers

Candidate must speak Ukrainian. Deep peacebuilding experience and knowledge, together with strong project management and advocacy skills, are our core priorities.

  • Ability to work collaboratively as part of a team as well as independently as required.
  • Skills and experience in the following will be highly positive: Peacebuilding, Peace and Conflict Analysis; Early Warning and Prevention; Trauma Recovery, Well-being, Resilience, Mental Health Programming; Advocacy; Training and Capacity Building; Monitoring & Reporting; Development or Aid Budget Management; Safeguarding and Child Protection (a plus); Gender-Sensitive & Gender-Responsive Programming (a plus)
  • Substantial people and program management experience with good interpersonal skills and the ability to communicate at all levels. Authentically care for people and those living with and experiencing conflict.
  • Ability to produce high-quality reports.
  • Ability to work in irregular working hours, especially at the onset of an emergency.
  • Representational, political awareness, and advocacy skills.
  • Ability to work independently
  • Fluency in written and spoken English and Ukrainian is a necessity. Russian or Romanian language expertise highly valued.
  • Detail-oriented, organized, and self-motivated.
  • Strong time-management, planning, and organizational skills.
  • Ability to work in sometimes high-paced contexts and resilience to stress and crisis situations. You will be working in a team that places a strong emphasis on wellbeing, team care, and support, but in a wartime/humanitarian crisis which sometimes requires being able to work under challenging situations.
  • Excellent interpersonal skills including the ability to liaise and communicate with colleagues at all levels of seniority and from different cultures.

Ukrainian Community Relations & Engagement officers (UCRs)

Location

Sighisoara, Romania. Applicants must already have the right to work in the EU and ability to relocate to Sighisoara, Romania within 2 weeks maximum.

Language Requirements

English and Ukrainian Fluency is required. Knowledge of another language – in particular Russian and/or Romanian – would be an excellent addition.
